Vantage to Pomona Heights Chapter 1 <br />230 kV Transmission Line Project FEIS Purpose and Need <br /> PAGE 1-23 <br />CULTURAL RESOURCES <br />What would the potential impacts be on cultural resources, including prehistoric and historic sites? <br />HUMAN HEALTH AND SAFETY <br />Would services such as global positioning system receivers, satellite dish receivers, cell phones, AM/FM radio, two way radio <br />communication, television and Internet be disrupted? <br />Would electric and magnetic fields associated with transmission lines cause health effects? <br />LAND USE AND RECREATION <br />What residential areas and planned development would be affected? <br />Would there be any effect on recreational areas and opportunities? <br />What effect would there be on current use at dispersed and developed recreation sites and areas? <br />How would current and future recreation use in the area be affected by the Project? <br />NATIVE AMERICAN CONCERNS <br />Cultural properties in the vicinity of some of the alternative routes are of concern to several Native American Tribes. <br />SOCIOECONOMICS <br />What would be the effect on property values? <br />Would there be effects on low-income and minority populations or communities? <br />TRAFFIC AND TRANSPORTATION <br />What is the potential for increased public access on current access roads and future access roads constructed for the Project? <br />Would there be an effect on the environmental buffer surrounding the Selah Creek Rest Area? <br />What is the access for construction and operation? <br />Need to develop plan and profile for I-82 freeway crossings. <br />VISUAL RESOURCES <br />Would the proposed Project impact aesthetics and scenic views of private property owners and if so how much? <br />Do the visual effects on BLM land conform to Visual Resource Management Class objectives established in the BLM Resource <br />Management Plan? <br />What is the structure placement in the vicinity of the scenic overlook of the Eastbound Selah Creek Rest Area? <br />Would the proposed Project impact aesthetics and scenic views of visitors to the Yakima River Canyon scenic corridor and, if so, <br />how much? <br />How will visual impacts from the Project be mitigated/modified? <br />WILDLAND FIRE RISK <br />How would the transmission line affect fire management activities? <br />Would the proposed Project increase the risk of wildfire? <br />Could fire in the sage steppe impact the operation of the transmission line? <br />Would the proposed transmission line affect the aerial wildland fire suppression capability of JBLM YTC? <br />YAKIMA TRAINING CENTER OPERATIONS <br />Would the proposed Project impact JBLM YTC training operations? <br /> <br />1.14 CHANGES MADE FROM DEIS AND SDEIS <br />This section briefly describes route alternative changes made between the DEIS, SDEIS, and the FEIS <br />and modification of environmental analysis from the SDEIS as presented in this FEIS.
