Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-3 <br />impacts, but may not reduce impacts from a high to a moderate level or from a moderate to a low level. <br />Mitigation measures would not be applied to low level impacts. What constitutes a low, moderate, or high <br />impact on a resource varies by resource as are the assumptions for analysis for each resource. <br />4.1.1.3 Identify Protection Measures <br />Required Design Features (RDFs) and environmental protection measures described in Chapter 2 (Section <br />2.3) were incorporated into the Project design and would be implemented during construction and <br />operation of the proposed Project. The measures were designed to avoid or minimize environmental <br />impacts from Project construction, operation, and maintenance activities. These are items that Pacific <br />Power would be required to implement as part of the Project development. The RDFs were developed in <br />an iterative process that involved conducting the impact analysis and then adding standard operating <br />procedures, environmental protection measures, and best management practices to the proposed Project <br />and alternatives as RDFs to address identified impacts. <br />4.1.1.4 Residual Impacts <br />Residual impacts are the environmental effects that remain after mitigation measures are applied. The <br />locations of potential residual impacts were identified if possible. The intensities of such potential <br />residual impacts anticipated to occur from implementation of an Action Alternative along the reference <br />centerline were assessed and discussed in the residual impacts discussion for each resource. <br />In certain cases, mitigation measures were identified following the impact assessment to reduce or <br />minimize residual impacts. Mitigation measures were developed in collaboration with the Bureau of Land <br />Management (BLM) and cooperating agencies. Prior to construction of the proposed Project, the <br />Proponent would coordinate the implementation of mitigation with the BLM, other cooperating agencies, <br />and landowners at specific locations. <br />A Framework for Development of a Sage-Grouse Compensatory Mitigation Plan (Mitigation Framework) <br />has been developed and is included in Appendix B-6. This Mitigation Framework was developed to <br />compensate for residual impacts from the proposed Project to Sage-Grouse. <br />
