Vantage to Pomona Heights Chapter 3 <br />230 kV Transmission Line Project FEIS Affected Environment <br /> PAGE 3-205 <br />Resources Management classification will be managed to preserve and enhance conservation and <br />protection of fish, wildlife scenic, historic, archeological, and cultural resources. <br />3.8.3.6 Grant County <br />The Grant County Comprehensive Plan identifies Goals and Policies to guide development activities <br />within unincorporated Grant County (Grant County 1999). The following Goals and Policies regarding <br />visual resource management that are pertinent to the Project include: <br />Goal NS-9: The County should recognize and protect the functions of the shoreline environments of <br />statewide and local significance. For shorelines of state-wide significance, protection and priorities <br />are to: <br />b. Preserve the natural character of the shoreline; <br />Policies <br />• NS-9.4 Conservation <br />o 2. Reclaim and restore areas that are biologically and aesthetically degraded to the <br />greatest extent feasible. <br />o 3. Preserve scenic vistas, aesthetics, and vital estuarine areas for fisheries and wildlife <br />protection. <br />• NS-9.9 Utilities <br />o 3. Design utility facilities and ROWs to preserve the natural landscape and to minimize <br />conflicts with present and planned land uses. <br />o 6. Locate and design facilities in a manner that preserves the natural landscape and <br />shoreline ecology, and minimizes conflicts with present and planned land uses. <br />3.8.4 Route Segment Specific Considerations <br />3.8.4.1 Route Segment 1a/NNR-1 <br />The landscape character along this route segment is low density residential, with adjacent undeveloped <br />lands being Scenic Quality Class C. Route Segment 1a/NNR-1 is in the immediate foreground of high <br />sensitivity residential viewers located primarily along Sage Trail Road, including the County Squire <br />Mobile Manor community and adjacent streets. Views to the urbanized Selah Valley and Mount Rainier <br />occur from most of the residences located along Sage Trail Road (see KOP 1-Sage Trail Road). The route <br />segment would potentially be viewed from the moderately sensitive East Selah Road and I-82. <br />Other existing development along this route segment includes Pacific Power’s 230 kV wood single pole <br />and H-frame transmission line (Pomona-Wanapum) crossing Sage Trail Road and various electrical <br />distribution lines as well as various gravel roads and driveways. <br />3.8.4.2 Route Segment 1b <br />Route Segment 1b is located in the JBLM YTC along a primarily undeveloped Class C Scenic Quality <br />landscape of low growing sagebrush and grassland. Scattered adjacent residential development occurs <br />near to the route segment on its north end and graded dirt or gravels road are prevalent, especially the fire <br />break road along the JBLM YTC border. Residential development is concentrated more heavily on the <br />south end of this route segment and those located along St. Hilaire Road and Vissel Road would <br />potentially have the route segment in middleground view against the Yakima Ridge (see KOP 2-N - <br />Hilaire Road).
