Those goals and policies <br />pertinent to the Project are as follows: <br />Goal NS 6: Protect property values by improving the appearance of Yakima Valley. <br />• Policies: <br />o NS 6.1 - Protect the natural, historic, and visual quality of remote areas. <br />Visual resources are also covered in the Shorelines Environments Section (Public Access – Physical and <br />Visual subsection). Pertinent Policies include: <br />• NS 7.39 - Development standards should be established to assure preservation of unique, <br />fragile, and scenic elements and to protect existing views from public property or large <br />numbers of residences. Where aesthetic impacts are not avoidable, provide mitigation. <br />• NS 7.41 - Proper design, location, and construction of road and railroad facilities should be <br />exercised to provide to the degree practical, scenic corridors, rest areas, view points, and <br />other public oriented facilities in public shoreline areas. <br />• NS 7.42 - Wherever feasible, utility facilities should be placed underground. <br />3.8.3.4 Kittitas County <br />Visual resource goals and objectives pertinent to the Project were identified in the Kittitas County <br />Comprehensive Plan (Kittitas County 2013) as follows: <br />Shoreline Use Activity <br />GPO 2.78: Utilities; Utilities should be designed and installed in a manner which would result in <br />minimal damage to the normal qualities of the shoreline area. <br />Utilities should be planned to avoid destroying scenic views. <br />Upon completion, the applicant should restore the project area to a natural or near natural <br />condition. <br />3.8.3.5 Grant County Public Utilities District <br />The Grant County PUD is currently managing Project lands under the policies and procedures of the <br />Shoreline Management Program under the Shoreline Master Plan (SLMP) (see Section 3.4 Land Use). <br />The 2010 Final SLMP submitted to Federal Energy Regulatory Commission in March of 2010, identifies <br />goals for scenic and aesthetic resource protection. <br />3.6 Goal 6: Protect Scenic Quality and Aesthetic Resources <br />The following objectives describe the commitment by Grant County PUD to protect the scenic quality <br />of the river and its surrounding landscape. <br />• Preserve the natural aesthetic qualities of the Project lands and waters through successful <br />implementation of the SLMP. This is achieved primarily through Land Classifications (see <br />Land Use and Recreation Sections 3.4 and 3.5). <br />• Coordinate with property owners and resource managers within and adjacent to the Project <br />Boundary to promote protection and enhancement of scenic quality and aesthetic resources. <br />• Ensure resource management and monitoring measures are successfully implemented.
