Vantage to Pomona Heights Chapter 2 <br />230 kV Transmission Line Project FEIS Proposed Action and Alternatives <br /> PAGE 2-48 <br />districts and will describe: the pre-construction inventory; prevention measures and treatment methods <br />before and during construction; and monitoring and treatment measures that would be implemented <br />following construction. Out of concern for Sage-Grouse, fire prevention, and sagebrush preservation, the <br />Noxious Weed and Invasive Plant Management Plan will emphasize control of cheatgrass during <br />construction, operation, and maintenance, to the extent practical, the establishment of cheatgrass before, <br />during, and after establishment of reclaimed vegetation. <br />BIO-6: Ground disturbance will be limited to that necessary to safely and efficiently install the proposed <br />Project facilities and will be described in detail in the POD. <br />BIO-7: Pacific Power will prepare a Reclamation, Revegetation, and Monitoring Plan in consultation <br />with the appropriate agencies. The Plan will specify disturbance types and appropriate re-vegetation <br />techniques to be applied to proposed Project work areas and access roads. Techniques will be approved <br />by the appropriate land management agencies and would include reseeding with certified weed-free <br />native or other acceptable species. The Plan will include construction, operation and maintenance <br />procedures approved by the appropriate land management agency for use of access roads and temporary <br />work areas. <br />BIO-8: Wildlife and plant protection plans will be developed identifying specific measures to protect <br />biological resources. Required protection measures could include timing restrictions, ROW corridor <br />clearance surveys prior to construction which are conducted during the appropriate season for the <br />detection of target species, and the use of biological monitors to protect biological resources during <br />construction. <br />In situations where impacts to sensitive plants cannot be avoided by construction activities, the <br />transplanting of plants will be considered by the appropriate land management agency. The criteria for <br />transplanting will be included in the POD for the proposed Project. The criteria will be formulated in <br />coordination with the BLM, cooperating agencies, and other authorizing entites in compliance with <br />federal and state law, regulation, and policy regarding sensitive species. Depending on species and <br />conditions, the transplanting of special status plants may include the following: seed collection, <br />propagation, planting and supplemental watering for one or two seasons; or transplanting and <br />supplemental watering for one or two seasons. If any new populations of plant species of concern are <br />discovered on federal lands in the ROW corridor during pre-construction surveys or construction, these <br />findings will be reported within 48 hours to the appropriate land management agency. Any newly <br />discovered populations on federal land will be protected in accordance with applicable laws and resource <br />management policies. <br />If any new populations of federal or state listed wildlife species are discovered during pre-construction <br />surveys or construction, these findings will be reported within 48 hours to the appropriate federal and/or <br />state land management agency. Any newly discovered populations will be protected in accordance with <br />applicable laws and the resource management policies of the state and federal agencies. <br />BIO-9: Use an agency-approved mixture of certified weed-free native and non-native species or seed for <br />revegetation in areas where non-native species are already well established (i.e., disturbed grassland). <br />Revegetation materials will meet the requirements of federal, state, and county noxious weed control <br />regulations and guidelines. <br />BIO-10: Comply with all federal, state, and county noxious weed control regulations and guidelines. <br />BIO-11: Wash all equipment before entering the Project area and when leaving areas where noxious <br />weeds are present.
