8. Explain how the infrastructure project will help meet the economic development goals of your community
and/or region. If this project is not done, will the anticipated private development still take place?
As outlined in the City's 2014 Water System Plan , the construction of a well north of Mount Stuart Elementary is the
top Source Improvement project, and according to the Plan, is required by the year 2023. In 2023, the projected water
consumption would begin to exceed the City's source production capacity. The addition of the well to the system
would support projected demand through the year 2032. Therefore, the need for the well has a direct impact on future
development.
9 . Describe any feasibility or predevelopment studies that demonstrate the linkage between the proposed
Distressed County Infrastructure improvements and the anticipated economic outcomes.
As previously mentioned, the City's Water System plan specifically calls for this well to be operational by the year 2023
to keep up with the demand for water usage as the City continues to expand and develop.
10. Indicate if other needed infrastructure (e.g., sewer, water, power) is in place or if there is a plan for getting
it in place.
The municipal well will need a connection to the City's power and water systems . Connection to City power will be
needed for future pumping of the well, and connection to the water system will allow for the pumped water to be added
to the City's system for distribution. Electrical conduit is currently being extended to the project site to immediately be
available to serve the well.
11. Indicate the Estimated Number of Businesses Created/Retained by the Project. _8 __ 9 ___ _
Per the 2014 Water System Plan, approximately 13% of the City of Eilensburg's Water Consumption is attributed to
commercial and industrial customers . With the anticipated well production anticipated at 1000 gallons per minute or a
max daily supply of 1,440,000 gallons, with an estimated 187,200 gallons (13%) attributed to future commercial and
industrial customers. Also, per the Water System Plan the average commercial and industrial customer has a
Maximum Day Demand (MOD) of 2106 gallons . Therefore, the estimated number of commercial and industrial
customers the well would support is 89 additional commercial and industrial customers, in addition to over a thousand
residential customers.
12. Indicated the Estimated Number of Jobs Created/Retained by the Project. 356
As stated above, with the new well being able to support approximately 89 new commercial and industrial customers,
and if these new customers averaged 4 employees per water customer, it is estimated that 356 new jobs would be
supported.
Submit the original application to:
Kittitas County D epartm ent of Public Works
411 N.
