PROJECT NARRATIVE <br />1. Project Description: Describe the scope of work. Indicate the major work involved, including a brief <br />comparison of existing and proposed conditions. <br />The City of Ellensburg is nearing the completion of the design phase of the Illinois Municipal Well and has secured the <br />appropriate permits associated with this new well. The City of Ellensburg has sufficient water rights for the addition of <br />this municipal well, as well as others as needed in the future. The construction of the well is needed to ensure the City <br />continues to have adequate water supply to support our residents as the City continually expands. <br />The well is permitted to be drilled approximately 2000 lineal feet northeast of an existing well adjacent to Mount Stuart <br />Elementary school. After securing the required permits for an additional point of withdrawal of the City's water rights, <br />the City was able to acquire the necessary property for the well. <br />The proposed project will drill the municipal well. Upon completion of the well drilling, the City will then be able to final <br />the design for the pump, well house, and other items necessary to begin pumping water to the City's water system. <br />This work can only be completed upon completion of the well drilling and the collection of appropriate material samples <br />taken during the well drilling operation. These soil samples determine the required well screen design and pump <br />selection. <br />2. Explain the specific Infrastructure issues the project addresses and how they are linked to economic <br />development improvements. <br />Expansion to the City of Ellensburg's water system is necessary to support continued growth within the City Limits and <br />its Urban Growth Area (UGA). This project was also identified as the top 'Source Improvements' project in the City's <br />2014 Water Systems Comprehensive Plan, with the plan stating "This well is required by 2023." <br />If funded, the drilling of the well would take place in 2019. Upon completion of the well drilling the City would also <br />complete the design of outfitting the well with the appropriate screens, pumps, and a well house in 2019. The required <br />construction for outfitting the well would be completed in 2020 . <br />The drilling and outfitting of this well is essential in maintaining adequate water supply to keep up with the continual <br />growth in the City of Ellensburg. <br />3 . Preliminary Engineering Phase: Underway (95% Complete) <br />Estimated Start Date: Nov. 20, 2017 Estimated End Date: Dec. 31, 2018 <br />Please explain phase status (work already completed, in progress, awaiting funding, etc., and factors that <br />may slow phase progress). <br />The City has contracted with a hydrogeologist to complete the design of the well drilling, which is approximately 95% <br />complete. The City has also secured all required permits for the drilling of the well. Upon securing the remaining <br />unbudgeted funds that this grant application is requesting, the City will be immediate available to advertise for bids for <br />the well drilling project, with construction likely to begin early 2019. <br />8
