Land Use <br />b. Lands included within UGAs shall either be already characterized by urban growth or <br />directly adjacent to such lands; <br />c. Existing urban Iand uses and densities should be included within UGAs; <br />d. liGAs shall provide a balance of industrial, commercial, and residential lands; <br />e. Each UGA shall have the anticipated financial capability to provide <br />in&WtructureJsMM=s needed in the areas over the planning period under adopted <br />concurrency standards; <br />f. Protect natural resource and critical areas; <br />g. Encourage the conversion of undeveloped lands into urban densities (infill); <br />h. Provide for On efficient provision of public services; <br />1. Promote a variety of residential densities; and, <br />I Include sufficient vacant and buildable land. <br />GPO 2.35 Per RCW 36.70A.06094 forest land and agricultural land located within urban growth <br />ares shall not be designated by a county or a city as forest land or agricultural land of long-term <br />commercial significance under RCW 36.70A.170, unless the city or county has enacted a <br />program authorizing transfer or purchase of development rights. <br />GPU 2.36 Lands designated agriculture or forest lands of long term significance shall not be used <br />to expand an urban growth area. <br />2.3.1. Urban Residential Land Use <br />This desigsration contains those lands within urban growth areas, which appear to be most <br />suitable and likely for future development and city utilities. The areas are, for the most part, <br />highly suited to orderly street systems and land subdivision_ <br />GPO 2.37A Designated commercial agriculture or forest lands may not be identified as future <br />urban growth expansion areas. Ongoing agriculture and forestry m rural w orkmg and resource <br />lands should be supported in development regulations. <br />GPO 2.37B Current agricultural uses in urban residential areas should be supported as the lands <br />transition to urban residential uses. <br />GPO 2.38 Innovations in housing development should be encouraged, this includes but is not <br />limited to innovative cluster developments, master planned developments, shadow platting, <br />transfer of development rights and planned unit developments. <br />2.3.2. Commercial Land Use <br />The present and long established land use pattern in Kittitas County is the basis for planning <br />future business development.
