Land Use <br />• Development of Interlocal agreements <br />* Use of overlay zones such as Rural Transition Zones <br />GPO 2.30A Consideration for all future development should be the adaptability of a proposal to <br />both public and private utilities such as municipal water and sewer systems. <br />GPO 230B Expansion ofthe UGA should be encouraged in auras least suited for agriculture and <br />mss not impacted by critical areas. <br />GPO 2.30C Urban Reserve: "Urban Reserve" is population allocated to Kittitas County by the <br />State Office of Financial Management that the Kittitas County Conference of Governments <br />(KCCOG) has placed in accounts for the various municipalities. Upon demonstration by the <br />10ven municipality, thmugh appropriate land capacity and capital facilities analysis, some or all <br />of that population, curmntly held in Urban Reserve as an account, cavi be Udw, a uul and added to <br />the municipality's population allocation. Ibis demonstration shall be made to the KCCOG and <br />the KCCOG will determine the amount of Urban Reserve to be withdrawn and added/adjusted to <br />the municipality's population allocation. Until such land capacity and capital facilities <br />demonstration and determinations are made by the KCCOG, population held in Urban Reserve is <br />not part of a municipality's population allocation and cannot be used as a basis for zoning or <br />UGA size changes. <br />GPO 231 In UGAs where there is an absence of urban utilities, a system of subdivision and <br />development should be encouraged which would produce a pattern capable of re -division to a <br />higher density at such time when utilities are available. <br />GPO 2.32A Encourage and accommodate future expansion of utilities and roadways in a logical <br />nuamer for new development in urban growth areas. Expansion of utilities and roadways shall <br />not be made exclusively to accommodate new development outside of urban growth areas. <br />GPO 2.32B Adopt urban growth area (UGA) boundaries to accommodate residential and <br />employment increases projected within the boundaries over the next 20 years. <br />GPO 2.33 As allowed in GPO 2.108 and GPO 2.10C the County should develop a study area <br />around each Urban Growth Area that may lead to the development of a Rural Transition Zone <br />overlay. The study area should consider but not be limited to: <br />• Strategies to accommodate urban development in the 20 -to -50 -year planning horizon <br />• Shadow platting to pian for and accommodate future development <br />• Transfer of Development Rights receiving areas <br />• Use of Cluster Development <br />• Urban design standards consistem with adjacent or nearby cities <br />GPO 2.34 The UGAs shall be consistent with the following criteria, <br />a. Each UGA shall provide sufficient urban land to accommodate future <br />populatlonlemployment projections through the designated planning period; <br />Kiilitas County December 2016 <br />Compmhensive Plan 2.11 <br />
