Use Goals and Policies <br />The foundation of the Comprehensive Flan consists of the major goals and policies established by <br />the County during the planning process. it is upon these goals and policies that virtually the entire <br />plan is based. <br />The planning process is an on-going process consisting of establishing, applying, monitoring and <br />evaluating goals and policies. Different goals may at times conflict requiring the County to weigh <br />one goal against the other in order to choose a policy direction. <br />Citizen participation has been a vital part of the planning process and has guided formation of <br />goals, policies, and objectives. The fnllnwing gmwrol gods, policies, and objectives (GPOs) in <br />this chapter and elsewhere in the Comprehensive Plan have been drawn from that process. <br />2.2.1. General Goals and Policia: <br />GPO 2.1 The land use pattern for the County shall protect the natural environment, traditional <br />uses, and rural character by directing future resides lal development which is not compatible with <br />rural character to urban areas. <br />GPO 2.2 Protect, preserve, maintain, and enhance the County's natural resource industry base, <br />natural environment, and rural character, including but not limited to timber, agriculture, mineral, <br />water and energy resources. The County shall avoid land use conflicts with its resource industry <br />by applying low residential densities to lands adjacent to resource lands. <br />GPO 2.3 The County should diversify economic development by providing broader employment <br />opportunities. <br />GPC) 2.4 Encourage urban growth and development in those area where public roads and <br />services can support such growth, and where development will pause minimal environmental <br />degradation, reduce the conversion of land for development, and concentrate future growth in <br />established cities and urban growth areas. <br />GPO 2.5 Encourage zoning and development regulations in the UGAs that ensure the cost of new <br />housing in these areas will not be substantially higber than equivalent lousing outside these areas. <br />GPO 2.6 Kittitas County should encourage residential and economic growth in cities and urban <br />growth areas to minimize the costs of providing public utilities and services and reduce the <br />conversion of rural and resource lands. <br />GPD 2.7 Kittitas County will maintain a flexible balance of land uses which will protect, <br />preserve, and enhance the rural character, historical forest lands, agriealtural industries, mineral <br />lands, and high quality environment. <br />GPD 2.8 Kittitas County will cooperate with the private sector and local communities in actively <br />improving conditions for economic growth and development. <br />Kiftitas County December 2018 <br />Comprehensive Plan 2.4 <br />
