Because <br />the network was constructed from the NAVTEQ data, only the model links (those <br />classifications specified with a Type 1-19 were given the ability to carry Cars and <br />Trucks. All of these links permitted both Cars and Trucks. However, trucks were <br />assumed to be equal to four (4) passenger car units (PCU) for capacity and delay <br />computations. This higher value was used to reflect the situations where trucks are <br />operating on steep grades or, when in urban areas, have a lot of starts and stops, <br />making the impact of a truck greater. Therefore, truck assignments were kept separate <br />from the car assignments.
