GOAL 5 - SUSTAINABLY FUNDED AND <br />MAINTAINS WHAT WE HAVE <br />Plan for a financially -viable system that considers the <br />full lifecycle costs of infrastructure and leverages <br />outside funds, while maintaining existing <br />transportation facilities in a state -of -good -repair to <br />ensure their continued function. <br />Funding/Costs: <br />5a. Improve the sustainability of the county's <br />funding for maintenance, operations, and <br />capital improvements. Periodically review <br />funding status and consider either <br />increasing revenues generated by existing <br />sources or establishing new funding sources <br />for transportation. <br />5b. Maximize local funds by pursuing outside <br />funding sources for all transportation <br />improvement projects. <br />5c. Consider all funding options for financing <br />transportation improvements by evaluating <br />the potential funds, including taxes, grants, <br />fees, etc., and securing funds from all <br />available sources. <br />5d. Encourage efforts to reduce the costs <br />associated with administration of <br />transportation improvement projects by <br />identifying opportunities to consolidate or <br />coordinate administration responsibilities. <br />5e. Ensure the transportation system can <br />support new development and that new <br />development funds all new construction <br />and improvements that might be necessary <br />to maintain adopted level of service <br />standards. <br />Project Choice/Prioritization <br />5f. Prioritize projects and expenditures of <br />transportation funds that have multiple <br />benefits. <br />5g. Prioritize arterial improvements and <br />maintenance activities based on traffic <br />volumes and identified safety concerns. <br />5h. Establish appropriate performance <br />measures by maintaining the Pavement <br />Management System (PMS) to measure <br />pavement conditions and to prioritize <br />maintenance or improvement projects, and <br />the Hazard Elimination Safety Program to <br />identify potentially hazardous locations and <br />to prioritize mitigation measures. <br />5i. Maintain an arterial system that can <br />accommodate legal weights year-round by <br />developing a program for identifying and <br />prioritizing maintenance and reconstruction <br />projects for roads that are used primarily <br />for freight and goods movement. <br />Maintenance: <br />5j. Provide scheduled preservation and <br />maintenance of valuable roadway assets. <br />5k. Consider the traffic volumes, type of use, <br />adjacent land uses, and maintenance costs <br />before approving any new county - <br />maintained gravel roads. <br />51. Maintain and operate transportation <br />infrastructure according to industry <br />standards. <br />5m. Encourage and initiate Road Improvement <br />Districts to bring all roads up to County <br />standards. <br />5n.
