model internal zone traffic does not always produce balanced origins and destinations. <br />For example, trip generation assumes that every business within the same retail <br />category has the same trip generating characteristic. Retail land uses include different <br />types of development ranging from department stores to restaurants. Furthermore, had <br />a single land use been assumed, such as grocery stores, the departure rates during the <br />PM peak hour would vary from development to development. Therefore, with the <br />methodology there can be some difficulty in producing equal numbers of origins and <br />destinations in the transportation model. <br />A process must be followed before the first simulation run can be performed to balance <br />the origins and destinations. Any balancing adjustments would be done to the total <br />numbers of trips by trip purpose. First, the total differences by trip purpose were found. <br />Then, the trip generation rates were reevaluated and appropriate changes were made to <br />the trip rates. After this process was completed, the sums were checked for both <br />internal and external zones, all trips were balanced by averaging the trips, and the total <br />productions and attractions by demand strata were ready for initial V1SUM distribution <br />and assignment runs. <br />Kittitas County, Washington Transportation Model - May 2009 Page 35 <br />
