BOWERS FIELD -AIRPORT MASTER PLAN <br />Existing and future airside and landside facilities will be analyzed to determine the type and magnitude <br />of aviation Improvements ultimately planned and programmed for the airport. The facilities <br />requirements analysis focuses on the physical facilities and associated improvements needed to safely <br />and efficiently accommodate projected aviation demand on those aviation facilities for the twenty year <br />planning period (2015-2035). <br />Task 5.1 -Determine Aircraft Operational Requirements <br />Based on updated aviation activity forecasts, the Consultant will assess the facility needs for types of <br />aircraft expected to operate at Bowers Fleld, with particular attention being given to the critical aircraft <br />(or family of aircraft) as prescribed by Advisory Circular 150/5300-13A. The Consultant will analyze the <br />operational requirements of these aircraft to assist in the determination of facility standards, including <br />the airport design category. In the event that the existing and future ARC are different, the facility <br />requirements analysis will address the needs of both design categories. <br />Product : Evaluate/verify requirements of critical aircraft and ARC for Input to later tasks. <br />Task 5.2 -Airport Service Area Facility Analysis <br />Existing airport master plan/needs assessment, state and regional aviation planning documents will be <br />reviewed to identify any existing or anticipated facility constraints and planned facility expansion for the <br />public use airports located within the airport service area defined in Task 3.5. The purpose of this task is <br />to identify conditions within the airport service area that have the potential of impacting activity at <br />Bowers Field . <br />Task 5.3 -Design Standards & FAR Part 77 Airspace Standards Review/Evaluation <br />An evaluation of FAA airport design standards and FAR Part 77 airspace standards will be accomplished <br />based on the criteria established by the current/future ARC and the approach type/category for each <br />runway end. Any non-conforming existing Items will be documented, with potential dispositions noted. <br />Items requiring further analysis will be addressed in other facility requirements tasks and Incorporated <br />into the airport development alternatives evaluation. Any deviations from FAA design standards that <br />cannot be mitigated will be noted in the master plan as well as on the Airport Layout Plan. <br />Two areas of emphasis have been identified during the early stages of scoping the master plan update <br />based on current FAA policy focus. These include land uses within Runway Protection Zones (RPZ) and <br />the existing (intersecting runway) geometry. Based on the Interim Guidance on Land Uses Within o <br />Runway Protection Zone memorandum issued September 27, 2012, the FAA now requires a documented <br />evaluation of all proposals Involving changes to existing conditions (e.g., roads, etc.) within RPZs, or <br />changes to the RPZs themselves (e.g., increase in dimension or RPZ configuration/location which <br />Page 117
