The <br />Consultant will coordinate with local planning staff to identify needs and confirm the adequacy of the <br />ultimate recommendations and zoning language. <br />A review of current Kittitas County and City of Ellensburg airport safety zone ordinances and mapping <br />will be performed In conjunction with WSDOT Aviation Division coordination. <br />Product: File of land use Information will be obtained from the County and City and maintained for use <br />in later work elements. Assessment of existing land use protections for consistency with applicable <br />zoning ordinances, with recommendations for any additional measures. <br />Task 3.11-Prepare Inventory Working Paper <br />The Consultant will develop a detailed working paper summarizing the tasks outlined above. The draft <br />working paper will provide information for subsequent decisions. This working paper will be submitted <br />to Kittitas County and Federal Aviation Administration for review and comment approximately one week <br />prior to scheduled meetings (see Element 11 for document distribution details). The draft Inventory <br />working paper will be presented to the planning advisory committee at the first PAC meeting, as part of <br />the project notebook if possible based on meeting and on site inventory schedules. Note: subsequent <br />draft working papers will normally be distributed to advisory committee members at least one week <br />prior to scheduled PAC meetings, except in cases where major presentations are anticipated <br />(preliminary development alternatives, etc.) in conjunction with delivery of working papers. In these <br />cases, delivery of the draft materials will occur at the PAC meeting to facilitate discussion at, and <br />subsequent to the meeting. <br />Product: A narrative and graphical summary of the Inventory; the working paper will be revised as <br />necessary based on review comments and will subsequently become a chapter of the Airport Moster <br />Plan report. <br />ELEMENT 4 · AERONAUTICAL ACTIVITY FORECASTS AND DEMAND CAPACllY ANALYSES <br />Per FAA guidelines, the airport master plan will include updated activity forecasts Including based <br />aircraft, annual aircraft operations, activity peaking, fleet mix, instrument approaches and operations, <br />and distribution between local and itinerant operations. The current and future design aircraft wlll be <br />identified through the forecast update. Bowers Field is a general aviation airport with no recent history <br />of scheduled commercial air service. <br />Page I 13
