BOWERS FIELD-AIRPORT MASTER PLAN <br />development of a Capital Improvement Program (Element 9) and the Airport Financial Plan (Element <br />10). <br />Product: Compilation and summarization of financial information to be used in subsequent tasks <br />relating to alternative evaluations as well as final plan recommendations. <br />Task 3.9 -Socioeconomic Data <br />Consultant will utilize available data (secondary sources) related to local and regional population, <br />employment, and other relevant socioeconomic conditions (historic data/trends and future projections). <br />This data may Include state and regional economic data, tourism activity and trends, and area military or <br />other state or federal government activity, as appropriate. U.S. Census data and population projections <br />contained in currently adopted County comprehensive plans will be used to support aviation forecasting <br />activities (see Element 3), unless determined to be outdated. Historical data and long term forecasts <br />maintained by the FAA (active pilots, general aviation fleet, fuel consumption, hours flown, etc.) will <br />provide broad industry indicators to be used in preparing the master plan forecasts. <br />Product: Socioeconomic information for subsequent analysis and work elements. <br />Task 3.10 -Land Use Controls <br />The Consultant will obtain land use documents, maps and regulations from Kittitas County and the City <br />of Ellensburg to include existing comprehensive planning, zoning ordinances, subdivision regulations, <br />easements, rights-of-way and other documents pertaining to land use management in the vicinity of the <br />airport and on airport property. <br />The Consultant will evaluate and summarize the existing protections provided to Bowers Field through <br />existing Comprehensive Planning and zoning ordinances. The Consultant will review, where applicable, <br />the consistency between current zoning and comprehensive plan land use designations to identify any <br />areas in the vicinity of the airport that could experience future changes in zoning, consistent with <br />comprehensive planning. <br />The Airport Land Use Plan drawing (see Element 8) will be updated and prepared to illustrate revisions <br />to the existing and ultimate airport features, airfield configuration, existing avigation easements, airport <br />influence area delineated by the airport traffic pattern including all RPZs noting potential impacts to land <br />uses in the airport environs. <br />Following the summary of the existing planning standards, the Consultant will summarize and review <br />supporting comprehensive plan policies and land use regulations (Kittitas County, City of Ellensburg). <br />The narrative will include explicit descriptions of airport zoning, appropriate uses not currently defined <br />Page I 12
