BOWERS FIELD-AIRPORT MASTER PLAN <br />will be prepared based on data provided by airport management and a survey of private hangar owners <br />(contact information to be provided by Kittitas County from lease/rental agreements). <br />The Consultant will collect, analyze and incorporate information from local, regional and state (WSDOT <br />Aviation) aeronautical or surface transportation studies, comprehensive planning documents, as related <br />to the development of Bowers Field. Historic and forecast socioeconomic data will be collected from <br />secondary sources. The Consultant will review existing and future land use within the airport environs <br />and existing zoning patterns, including overlay zoning designations. In addition, noise sensitive <br />uses/areas will be identified and any natural characteristics, which could impact development and <br />planning on and off airport property, will be documented. Existing airport traffic patterns and noise <br />abatement procedures will be summarized. <br />Existing data and information, such as, but not necessarily limited to, documents, maps, studies and <br />projects currently underway or in the planning stages (on and off airport property and in the vicinity) <br />which may directly or indirectly influence this study effort will be identified, reviewed, and documented. <br />Such information would, for example, include a review of any existing regional and state system plans, <br />airport layout plans, pavement maintenance plans, environs plans, surface transportation plans, utility <br />plans, and engineering reports, among others. <br />The updated all weather wind rose developed for the 2012 Airport Layout Plan (ALP) Is adequate for use <br />In the master plan and ALP update. The wind rose reflects 79,236 observations collected by the <br />Automated Surface Observation System (ASOS) between 2000 and 2009. <br />The Consultant will acquire one year of instrument flight activity data from a third party vendor <br />(FllghtAware) to verify current instrument activity levels. This analysis is also an important element in <br />the evaluation of critical aircraft (business class turboprop and business jets) and the evaluation of <br />activity trending since the most recent aviation activity forecasts were approved by FAA in 2011. <br />Product: A summary of existing documents and previous planning efforts for Input to future work <br />elements of this study. Summaries of based aircraft by type, Airport Reference Code (ARC} and weight <br />and of historical aviation activity since the previous master plan/needs assessment. <br />Task 3.2 -Aerial Photography <br />Aerial photography flown as an element of the AGIS survey (see Task 2.2) will be used to support master <br />plan elements. <br />Product: Aerial photo for the airport. <br />~/dc7r'11f Rtl{msl ~,:41"\o ,Ul~lil · " Page I 8
