BOWERS FIELD—AIRPORT MASTER PLAN <br />SCOPE OF WORK <br />KITTITAS COUNTY, WASHINGTON <br />BOWERS FIELD (ELN) <br />AIRPORT MASTER PLAN <br />FAA AIP Grant Number: X-XX-XXXX-XX <br />PROJECT INTENT <br />At the advisement of the Federal Aviation Administration (FAA) Seattle Airports District Office (ADO), <br />Kittitas County, Washington will develop a "2015-2035 Bowers Field Airport Master Plan." The project <br />will update and replace two existing FAA -funded airport plans for Bowers Field: the Bowers Field <br />Airfield Needs Assessment and the Bowers Field Al ort Master elan Update. The airfield needs <br />assessment was scoped and prepared in 2011-2012 as a focused update of the previous airport master <br />plan update (2004 final report), but did not include several elements (environmental review, land use <br />evaluations, noise analysis, etc.). in addition, the FAA has recently defined several areas of emphasis <br />for airports that affect airport planning. These include land use compatibility in runway projection zones <br />(RPZ) and "confusing" airfield geometry (collocated thresholds, intersecting runways, runway or taxiway <br />hot spots, etc.). Although some of these elements were analyzed and reviewed by FAA in the Airfield <br />Needs Assessment, the FAA's increased emphasis allows the airport an opportunity to address <br />development needs on an airport -wide scale. <br />As a recent planning update, the 2012 Bowers Field Alfeld Deeds Assessment provides usable <br />Information for the master plan update. however, based on changes in FAA policies and areas of <br />emphasis within the airport planning, environmental and development process, the FAA has indicated <br />that the new master plan will be a major update of the 2012/2004 plans. Existing materials from the <br />previous planning projects will be used to the maximum extent possible, but the FAA's stated intent is <br />not to limit the project scope in its ability to thoroughly address all relevant issues. <br />The Master Plan will allow Kittitas County to address the development needs at the airport for the <br />current 20 -year planning horizon (2035-2035) and will develop a realistic program for implementation. <br />Century West Engineering (Consultant) has been retained by Kittitas County to accomplish the Master <br />Plan. The Consultant will work in close liaison with county staff, a Planning Advisory Committee, airport <br />users, local business and stakeholder groups, the Federal Aviation Administration (FAA), and the <br />Washington Department of Transportation — Aviation Division (WSDOT Aviation) to ensure that the plan <br />truly reflects the airport's development needs. <br />CENTURY Y E�'T pagan <br />iF rxs, ,:r --�� <br />
