BOWERS FIELD—AIRPORT MASTER PIAN <br />The Consultant will review zoning of developable land in the vicinity of the airport to assess the <br />potential for zoning modifications to protect the future aeronautical uses at the airport, encourage land <br />uses compatible with airport operations, and encourage future economic development near the airport. <br />The updated airport land use plan drawing will reflect existing land use and zoning on, and in the vicinity <br />of the airport, per the requirements of FAA. The land use plan drawing will also depict the physical <br />boundaries of any locally -adopted airport overlay zones. The Consultant will obtain all existing zoning <br />and land use mapping from Kittitas County for use in updatingthe drawing(s). <br />Product. The outcomes of the Airport Vicinity Land Use evaluation will be compiled into a draft chapter <br />that includes an executive summary with recommendations for potential land use and zoning changes. It <br />will also include a summary of items to be included in the Airport Master Plan report, as necessary. <br />ELEMENT 10 - PRIORITIZED CAPITAL IMPROVEMENT PROGRAM. COST ESTIMATES. AND <br />IMPLEMENTATION PLAN <br />The master plan's 20 -year CIP will summarize all development and major maintenance projects <br />anticipated during the current planning period. The Consultant will work closely with Airport <br />Management to identify key development priorities to be reflected in the updated CIP. The cost of each <br />project will be listed with the amount of FAA and local Kittitas County participation defined based on <br />current funding eligibility. The CIP will provide an annual breakdown of projects for the short-term <br />period (years 1-5); then overall groupings of projects provided for the intermediate (years 5-10) and <br />long-term (years 11-20) periods. <br />Task 1o.1- Capital Improvement Program <br />The Consultant will prepare a 20 -year airport Capital improvement Program (CIP), which will include <br />recommended phases of development, estimates of cost for each Improvement, possible funding <br />sources, including an evaluation of the airport's predicted available FAA grant funding based on current <br />funding legislation. The CIP will also estimate local expenses associated with project implementation <br />that are not typically eligible for FAA funding. <br />The short-term period of the CIP (years 1-6) will be organized with prioritized annual project listings; <br />projects included in the intermediate and long term periods will be prioritized within the overall <br />timeframe.
