BOWERS FIELD -AIRPORT MASTER PLAN <br />Task 3.S — Airports Inventory/Define Airport Service Area <br />The Consultant will conduct an airport service area analysis for Bowers Field by identifying competing <br />public use airports within typical 30- and 60 -minute surface travel times. The analysis will evaluate the <br />roles, facilities and services for competing airports. Specific factors including proximity to Bowers Field, <br />regional surface transportation constraints/opportunities, and population centers will be addressed. <br />This information will be utilized to assess the influence that surrounding airports have with respect to <br />competing services, facilities and equipment, navigational aids, and accessibility. <br />Product. A detailed facilities inventory recording of the airports located within an approximate 317 -mile <br />radius of Bowers Field An updated airport service area map will be prepared. <br />Task 3.6 - Airspace and NAVAIDS Inventory <br />The Consultant will identify and describe existing airspace utilization factors for the area surrounding <br />Bowers Field. This assessment will also provide an inventory of local instrument approach and <br />departure procedures, as well as a verbal and graphic depiction of regional airspace considerations. <br />Product. A complete inventory and assessment (both narrative and grophics) of all procedures <br />and airspace utilization for Bowers Field and the surrounding area. <br />Task 3.7 — Airport Activity Summary <br />The Consultant will summarize existing airport activity for the purposes of providing base year <br />data for subsequent forecasts. The summary will include a current based aircraft count (by type <br />- to be provided by airport management) and an estimate of current operations (takeoff and <br />landings) based on available activity indicators. <br />Product: Activity data for subsequent analysis and work elements. <br />Task 3.8 - Financial Inventory <br />Kittitas County will provide airport operating revenue and maintenance and operation expense <br />information from the past three (3) years and aviation fuel sale/delivery records maintained by Kittitas <br />County. A current airport rates and fees schedule, airport minimum standards document and standard <br />airport lease terms will also be provided, If available. Interviews with Kittitas County staff will be <br />conducted as part of the data collection. <br />The objective of this task is to gather documents which affect the financial management of airport <br />maintenance, operations and capital development and to develop an understanding of the structure, <br />constraints, requirements and opportunities for financing airport activities as related to the <br />PAP 111 <br />
