SECTION 4 – SITE SCREENING AND SELECTION PROCESS <br />4-4 AX0622181133PDX <br />4.4 Conduct Secondary Site Screening <br />4.4.1 Step 1 – Secondary Site Screening <br />Step 1 of the secondary site <br />screening process applied a <br />subset of secondary siting criteria <br />to the 32 potential sites <br />remaining from the initial site <br />screening stage. The secondary <br />siting criteria used to reduce the <br />list of 32 potential sites to 11 <br />potential sites included: <br />• Zoning <br />• Distance from population <br />center (ease of access by <br />customers) <br />• Floodplain <br />• Drive time access to <br />interstate and landfill <br />• Current land use <br />The 11 potential sites (Figure 4-4) <br />were further reviewed and <br />discussed in a workshop attended <br />by City and County representatives. During the workshop, the participants reviewed updated City and <br />County zoning, planned land use, and urban growth area information. Results of this workshop refined <br />the list of 11 potential sites down to the following 3 sites: <br />• Site 1: Cement Plant Site <br />• Site 25: Tjossem Road Site <br />• Site 32: Airport Site <br /> <br />Figure 4-4. 11 Sites Identified in Step 1 of Secondary Site Screening
