SECTION 4 – SITE SCREENING AND SELECTION PROCESS <br />AX0622181133PDX 4-3 <br />4.3 Conduct Preliminary Site Screening <br />The project team finalized the preliminary site screening criteria based on initial community <br />considerations and values. The revised preliminary siting criteria consisted of the following: <br />• At least 25 acres in size with at least 25 acres of connected usable space <br />• At least 25 acres outside the 100-year floodplain <br />• Within 2 miles of the Ellensburg and/or Kittitas population center <br />• Not located within a residential zone <br />• Existing utility connections available within ½ mile of the site <br />• Not located west or south of the Yakima River and/or I-90, and has easy access to I-90 <br />• Not located within takeoff or approach areas of the Bowers Field Airport and/or not within Federal <br />Aviation Administration (FAA) location restrictions <br />During the initial site screening <br />process, the project team <br />applied the preliminary siting <br />criteria to the initial list of over <br />60 potential sites, filtering down <br />to 32 potential sites (Figure 4- <br />3). The most significant change <br />at this stage of the process <br />resulted from community <br />feedback to keep the new <br />transfer station site close and <br />accessible to the community <br />center. The project team added <br />new criteria to keep the site <br />“within 2 miles of the Ellensburg <br />and/or Kittitas population <br />center.” The project team then <br />analyzed city population and <br />existing infrastructure, traffic <br />impacts, and hauling distances, <br />and concluded that areas surrounding the City of Ellensburg would result in the least traffic impacts and <br />a higher community value. <br /> <br />Figure 4-3. 32 Sites Identified in Preliminary Screening
