<br />Contract Change <br /> <br />123 East Yakima Avenue, Suite 250 Yakima, Washington 98901 Tel: (509) 895-5462 www.aspectconsulting.com <br />a limited liability company <br />Contract No.: 15 Project No. : 150338 Date: March 29, 2018 <br />Client: Kittitas County <br />Project Name: Lower County Large Area Permit Change <br /> <br />Description of Work Cost <br />Aspect Consulting, LLC (Aspect) previously assisted Kittitas County with a Large <br />Area Permit for a portion of the Lower County covering Coleman Creek, as well as <br />the transfer of a portion of the Schnebly water right into trust. Currently, Kittitas <br />County is authorized to serve parcels below the Kittitas Reclamation District (KRD) <br />canal under this authorization. Aspect understands that Schnebly agreed to transfer <br />additional water to Kittitas County, provided Kittitas County agreed to serve <br />Schnebly parcels above KRD by the end of 2018. <br /> <br />Aspect and Kittitas County met with Ecology to discuss the permitting and <br />hydrogeologic framework for this service need. Additionally, there is a desire for <br />service above KRD in other locations. The parties agreed that if it can be shown that <br />impacts from pumping of wells above KRD accrue to source below KRD and do not <br />cause impairment, a change authorization could be granted. Aspect will perform the <br />following scope of work to accomplish the service goal for the Schnebly parcels in <br />Coleman Creek, and with an effort to support future transfers in other subwatersheds <br />above KRD. Ecology agreed to process a front-loaded change application to <br />accomplish this goal. Our proposed scope of work consists of the following: <br /> <br />• Support Kittitas County lead on development and filing of change application, <br />SEPA checklist, and Water Transfer Working Group Form. <br />• Preparation of a public notice for County publication. <br />• Development of a conceptual water budget for service above KRD inclusive <br />of Schnebly and other parcels identify by the County for future service. <br />• Development of a hydrogeologic memorandum evaluating the combination of <br />site geology and well construction in Coleman Creek above KRD that could <br />allow service. Ecology requested a 2-hour technical session with Aspect’s <br />lead hydrogeologist on the project to launch this effort, which will also <br />include evaluation of gaining/losing stream reach information, <br />characterization of geologic and water flows, review of well logs, <br />determination of whether the properties are in confined/unconfined and <br />saturated/unsaturated conditions, culminating in an opinion regarding the <br />magnitude, timing, and location of impacts from pumping above KRD. <br />Aspect and Ecology agreed that this work is to be conceptual and analytic in <br />nature for this pilot effort (no modeling). <br />These services will <br />be provided on a <br />Time and <br />Materials basis. <br /> <br /> <br /> <br /> <br /> <br />Total: $12,800 <br />
