ESA Scope a/Work <br />Bowers Field Environmental Assessment -Environmental Services <br />June 2018 <br />4.1.22 Wetlands -The Consultant will develop recommendations for avoidance, minimization, <br />and mitigation measures. Consultant will review the applicable work product from Task 3.4. This <br />work will include a summary and assessment of any wetlands identified in the study area. Impacts <br />will be evaluated for the No Action and Proposed Action alternatives. If needed, the Consultant <br />will develop recommendations for avoidance, minimization, and mitigation measures. <br />Task 4.2 -Agency and Tribal Coordination and Consultation <br />Objective: Once the draft EA has been revised to address County and FAA comments, it will be <br />distributed to agencies and tribal governments for comments. <br />Approach: The Consultant will coordinate or consult with the non-tribal agencies; and the FAA <br />will coordinate with the Tribal governments listed below during the preparation of the resource <br />impact analysis. The Consultant will provide the Proposed Action Summary along with a pre- <br />addressed envelope and a response form directly to the non-tribal agencies, and to the FAA for <br />their tribal coordination. The response form will allow the agency to quickly and easily check <br />boxes indicating a variety of responses from agreeing that the project has no adverse effect to <br />requests for more information. The Consultant will place follow-up calls to the agencies to ensure <br />that responses are returned in a timely manner. These agencies include: <br />• Tribal Contact -Consultation Letter (email) by FAA & Cultural Resources report <br />(Consultation will be conducted by the FAA). Consultant will provide necessary <br />information, project summaries, and figures to facilitate consultation. Tribes anticipated <br />to be consulted by FAA include Colville Confederated Tribes, the Samish Indian Nation, <br />the Snoqualmie Tribe, and the Yakama Tribe. <br />• US Army Corps of Engineers, Department of Ecology, Kittitas County -Wetlands <br />permitting. <br />The results of the agency coordination will be summarized in the Draft EA (conducted by others). <br />Task 4.3 -Prepare Draft EA <br />Objective: Prepare a Draft EA, which will incorporate FAA comments on the already submitted <br />Preliminary Draft EA (Task 4.1). The Draft EA will be prepared for public review. <br />Approach: The Consultant and FAA will hold one meeting (phone call) to discuss FAA comments <br />on the Preliminary Draft EA. The Draft EA will reflect FAA comments on the Preliminary Draft EA. <br />Product: Draft Environmental Assessment, which will be available for public review. <br />Task 4.6 -Response to Comments <br />Objective: Consultant will collect and catalogue Agency and public comments received on both <br />the Draft EA and the Preliminary Final EA. <br />Approach: The Consultant will compile all correspondence and comments from Agencies, <br />stakeholders, and the public. The letters and comments will be summarized in a table organized <br />by topic and original copies of the letters and comment forms will be included in an Appendix. <br />6
