ESA Scope of Work
Bowers Field Environmental Assessment -Environmental Services
June 2018
• Kittitas County-State Environmental Policy Act (SEPA) Checklist . It is anticipated
that the County will issue a Determination of Non-significance (DNS) or Mitigated
DNS.
• WDFW -Hydraulic Project Approval.
·Additio nal/Unexpected Permitting Requirements
If, through agency contacts, it is found that additional permits are needed or if additional
investigations are necessary to prepare such permits (e.g., a Section 404 Individual
Permit), such additional activities are considered beyond the scope of this work and will
be negotiated and authorized under a separate agreement or as an amendment to this
scope or work.
TASK 4 -ENVIRONMENTAL ASSESSMENT
4.1.1 Air Quality-See task 3.6.
4.1.2 Biotic Resources -Consultant will review the applicable work product from Task 3.3 and
complete a summary and assessment of potential impacts to any biotic resources identified in the
study area. Impacts will be evaluated for the No Action and Proposed Action alternatives. If
needed, the Consultant will develop recommendations for avoidance, minimization, and
mitigation measures.
4.1.8 Federally-listed Endangered and Threatened Species -Consultant will review the
applicable work product from Tasks 3.3 and complete a summary and assessment of potential
impacts to any Federally proposed or listed Endangered and Threatened Species identified in the
study area. Impacts will be evaluated for the No Action and Proposed Action alternatives. If
needed, the Consultant will develop recommendations for avoidance, minimization, and
mitigation measures .
4.1.13 Greenhouse Gas (GHG) Emissions/Climate -Although there are no federal standards for
aviation-related GHG emissions, it is well-established that GHG emissions can effect climate.
The Council on Environmental Quality (CEQ) has indicated that climate should be considered in
NEPA analyses . This task includes preparation of a qualitative air quality and GHG emissions
summary in accordance with FAA Order 1050.lF.
Consultant will review the environmental impacts of the proposed project alternatives
considering GHG emissions. The review will consider the potential incremental change in GHG
emissions from the proposed project and alternatives compared to the no-action alternative for
the same timeframe. The proposed action or alternative is not thought to reasonably increase
GHG emissions over the no-action alternative and therefore not substantially contribute to the
US-based GHG emissions. The findings will be briefly explained in this section of the EA.
4.1.21 Water Quality -Consultant will review water quality impacts and mitigations techniques.
Consultant will review potential impacts based on the proposed improvements and summarize
water quality treatment and disposal requirements to be included in the design to comply with
local, State, and Federal requirements.
5
