ESA Scope of Work <br />Bowers Field Environmental Assessment -Environmental Services <br />June 2018 <br />• Kittitas County-State Environmental Policy Act (SEPA) Checklist . It is anticipated <br />that the County will issue a Determination of Non-significance (DNS) or Mitigated <br />DNS. <br />• WDFW -Hydraulic Project Approval. <br />·Additio nal/Unexpected Permitting Requirements <br />If, through agency contacts, it is found that additional permits are needed or if additional <br />investigations are necessary to prepare such permits (e.g., a Section 404 Individual <br />Permit), such additional activities are considered beyond the scope of this work and will <br />be negotiated and authorized under a separate agreement or as an amendment to this <br />scope or work. <br />TASK 4 -ENVIRONMENTAL ASSESSMENT <br />4.1.1 Air Quality-See task 3.6. <br />4.1.2 Biotic Resources -Consultant will review the applicable work product from Task 3.3 and <br />complete a summary and assessment of potential impacts to any biotic resources identified in the <br />study area. Impacts will be evaluated for the No Action and Proposed Action alternatives. If <br />needed, the Consultant will develop recommendations for avoidance, minimization, and <br />mitigation measures. <br />4.1.8 Federally-listed Endangered and Threatened Species -Consultant will review the <br />applicable work product from Tasks 3.3 and complete a summary and assessment of potential <br />impacts to any Federally proposed or listed Endangered and Threatened Species identified in the <br />study area. Impacts will be evaluated for the No Action and Proposed Action alternatives. If <br />needed, the Consultant will develop recommendations for avoidance, minimization, and <br />mitigation measures . <br />4.1.13 Greenhouse Gas (GHG) Emissions/Climate -Although there are no federal standards for <br />aviation-related GHG emissions, it is well-established that GHG emissions can effect climate. <br />The Council on Environmental Quality (CEQ) has indicated that climate should be considered in <br />NEPA analyses . This task includes preparation of a qualitative air quality and GHG emissions <br />summary in accordance with FAA Order 1050.lF. <br />Consultant will review the environmental impacts of the proposed project alternatives <br />considering GHG emissions. The review will consider the potential incremental change in GHG <br />emissions from the proposed project and alternatives compared to the no-action alternative for <br />the same timeframe. The proposed action or alternative is not thought to reasonably increase <br />GHG emissions over the no-action alternative and therefore not substantially contribute to the <br />US-based GHG emissions. The findings will be briefly explained in this section of the EA. <br />4.1.21 Water Quality -Consultant will review water quality impacts and mitigations techniques. <br />Consultant will review potential impacts based on the proposed improvements and summarize <br />water quality treatment and disposal requirements to be included in the design to comply with <br />local, State, and Federal requirements. <br />5
