<br /> <br />6 <br /> <br />Agency Comments: <br />Several agencies responded with substantive comments: <br /> <br />Kittitas County Public Works <br />PW responded with a number of required changes: <br />1. The preliminary plat must include a stamp from a licensed land surveyor on all sheets; <br />2. 2. All pages must include page number and total number of pages; <br />3. The intended ownership limits of Lot 10 / AC-1 is unclear. Is AC-1 intended to be 20; wide or 30’ <br />wide?; <br />4. Tired Creek Lane should include width, ownership and surfacing; and <br />5. The lot area tables should include 5-1, AG-1 and OS-2. <br /> <br />Timing of improvements will require bonding or must be installed and completed prior to final plat approval; <br />addresses shall be obtained prior to obtaining a buiding permit, and civil plans shall be submitted and approved <br />prior to final plat approval in accordance with the Development Agreement, The complete comment letter can be <br />found as Index #21 of the Master File Index. <br /> <br />Additionally, Public Works provided engineering plan submittal comments that can be found as Index #19 of the <br />Master File. <br /> <br />Staff Response: Applicant provided a response to PW comments, included as Index #27 of the Master <br />File. The applicant will adhere to all applicable regulations as outlined in the Development Agreement. <br />Revised preliminary plat drawings were submitted and included as Index #30. Staff agrees with the <br />applicant provided response. <br /> <br />Kittitas County Environmental Health <br />KCEH responded with the following recommended conditions: <br />1) The applicant shall obtain approval from Department of Health that the existing Group A public water <br />system can adequately serve the Phase 1 Division 15 project. <br />2) Plat notes shall be placed on the face of the plat as stipulated in the existing development agreement. <br /> <br />Staff Response: Applicant provided a response to KCEH comments, included as Index #27 of the Master <br />File. The applicant will adhere to all applicable regulations as outlined in the Development Agreement. <br />Suncadia is serviced by a Group A Water System and will provide water availability letters from <br />Suncadia Water Company, LLC. Staff agrees with the applicant provided response. <br /> <br />Washington State Department of Fish and Wildlife <br />WDFW commented that there is potentially a non-fish-bearing stream within the proposal and suggests that the <br />creek be assessed. <br /> <br />Staff Response: Applicant provided a response to WDFW comments, included as Index #27 of the <br />Master File. The applicant will adhere to all applicable regulations as outlined in the Development <br />Agreement. Critical areas were assessed during the MountainStar EIS process, MPR approval process, <br />and Development Agreement process. <br /> <br />Public Comments: <br />Two public comments were received during the comment period: <br /> <br />Juan Alfonso <br />Disapprove of this proposal.
