Exa mp·les of such t echn iques Include, but are not llmtted to, the <br />follow i ng: <br />1. Compa rison of the req uested per-diem rate wi t h the Independent Federa l <br />Govern ment estimate for detention se rvices, otherwise known as the Core Rate; <br />2. Comparison with per-diem rates at other state or local facilities of similar size <br />and economic conditions; <br />3.
