The National Incident Management System (NIMS) identifies concepts and <br />principles that answer how to manage emergencies from preparedness to <br />recovery regardless of their cause, size, location, or complexity. NIMS <br />provides a consistent, nationwide approach and vocabulary for multiple <br />agencies or jurisdictions to work together to build, sustain, and deliver the <br />core capabilities needed to achieve a secure and resilient nation . <br />b. Consistent implementation of NIMS provides a solid foundation across <br />jurisdictions and disciplines to ensure effective and integrated <br />preparedness, planning, and response. NIMS empowers the components <br />of the National Preparedness System, a requirement of Presidential Policy <br />Directive (PPD)-8, to guide activities within the public and private sector <br />and describes the planning, organizational activities, equipping, training <br />and exercising needed to build and sustain the core capabilities in support <br />of the National Preparedness Goal. <br />c . The Subrecipient agrees that in order to receive FFY 2015 federal <br />preparedness funding, to include HSGP, NIMS compliance requirements <br />for 2015 must be met. <br />8. HSG? SPECtFIC REQUIREMENTS <br />1. 1 SHSGP stipulates the following for overall grant funding; specific caps or <br />thresholds for this Agreement may differ: <br />a. Up to 5% percent of the HSGP award received by the Department may be <br />used for management and administrative purposes directly related to <br />administration of the HSGP grant. The maximum percentage of the Grant <br />Agreement Amount that may be used by the Subrecipient for management <br />and administration costs under this Agreement is identified in the Budget <br />(Exhibit E), and may be less than, but will not exceed, the maximum 5%. <br />b. At least 25% of the combined HSGP award allocated under SHSP and <br />UASI are to be dedicated towards law enforcement terrorism prevention <br />activities (LETPA). The LETPA percentage of the Grant Agreement <br />Amount that must be met as a minimum requirement of this Agreement by <br />the Subrecipient is identified in the Budget (Exhibit E) and may differ from <br />the combined 25% requirement. <br />c. The combined total of personnel expenses may not exceed 50% percent <br />of the HSGP award received by the Department unless a Personnel Cap <br />Waiver has been received from OHS. The maximum percentage of the <br />Grant Agreement Amount that may be used by the Subrecipient for <br />personnel expenses under this Agreement is identified in the Budget <br />(Exhibit E) and may differ from the 50% HSGP limit. <br />2. SHSP-funded projects must address high-priority preparedness gaps across all <br />core capabilities where a nexus to terrorism exists . All supported investments <br />are based on capability targets and gaps identified during the assessment process. <br />3. UASl-funded projects must build and sustain the capabilities necessary for high- <br />threat, high-density Urban Areas to prevent. protect against. mitigate, respond to, <br />and recover from acts of terrorism. <br />DHS-FEMA-HSGP-SHSP-FFY15 Page 9 of 26 Kittitas County Sheriffs Office, E16-071
