a. This project did not require a consistency determination under the Coastal Zone <br />Management Act from State Department of Ecology. This project did not require <br />a 404 permit since scope of work did not include any practices that would impact <br />aquatics by Discharging, dredging, or placing fill within waters of the US. Includes <br />navigable waters, wetlands, lakes, rivers, streams, and tributaries . This project <br />also did not require recorded deeds at any time due to the parameters of the <br />scope of work. <br />6 . Documentation or report that all environmental and historical preservation conditions <br />of the grant award were compiled with as described in the Grant Agreement. May be a <br />narrative explaining how each EHP condition was met in accordance with all required <br />permits and applicable building codes as modified or protected by the approved project. <br />A blanket certification will not fulfill this requirement. <br />a. The target communities of this project area where defined in the Historical <br />Assessment process, and a FONSI was determined. The items identified in the <br />Kittitas County Wildfire Fuels Reduction Project Final Environmental Assessment <br />did not impact the project since all projects were located within each project <br />boundary. A potential impact of Hidden Valley had one structure located in the <br />project boundary, however, the nearest project occurred approximately three <br />miles from the noted location (geodesic distance). The Archeological resources <br />defined in the Assessment did not apply to the projects defined since projects did <br />not intersect Forest Practices Application and many project areas remained near <br />developed properties (Hidden Valley Rd and Hidden Valley Terrace Rd). <br />Although potential cultural resources sites were found within the Pine Loch Sun <br />development, on-site projects did not show any characteristics since the lots <br />were average 1 acre or less, and remained close to existing structures that were <br />constructed in the mid to late 20th century. Sky Meadows had no significant <br />cultural resource inventories, nor was any found during project vegetation <br />removal implementation. No structure alteration or impacts to existing structures <br />were made that would trigger any building permit or review of any kind. All project <br />implementation occured above ground with minimal disturbance around <br />perimeters of structures on the landscape and no permit review was required <br />from state or local jurisdictions. No trees were removed of (8) inches in diameter <br />at breast height or greater were removed within one hundred (100) feet of water <br />bodies with known presence of Endangered Species Act -listed fish species <br />including Cle ELum Lake, Teanaway River and Swauk Creek, concurrent with <br />item 0 of Scope of Work in E15-243 Kittitas County Wildfire Mitigation Fuels <br />Reduction Project.
