easements required for the project will have been acquired under appropriate State <br />Department of Transportation requirements and Federal Unifonn Act requirements. <br />Submit a copy of certifications with the final design plans, specifications, and <br />estimate package. <br />3. Utility Relocation <br />3.1 Do not initiate utility relocation activities until FHW A· WFL is in possession of an <br />independent environmental decision document. <br />3.2 Kittitas County will be responsible for the relocation of any utilities necessary to <br />complete the project. In accordance with 23 CFR PART 645.103; any applicable <br />reimbursement to the utility company will be governed by State law and regulation, <br />or Occupancy Permits. Utility relocation costs will be paid for by the Kittitas <br />County. The Kittitas County will be reimbursed for their portion of the relocation <br />costs. Prior to reimbursement for any construction, the Kittitas County will certify <br />to FHW A-WFL that all utility relocation will be coordinated in advance of the <br />construction project. Submit a copy of certifications with the final design plans, <br />specifications, and estimate package. <br />4. Permits <br />4.1 The agency overseeing the construction will identify all permits necessary for <br />construction and submit a list of permits to FHW A· WFL. <br />4.2 Submit copies of all completed applications for necessary permits to FHWA-WFL. <br />4.3 Obtain permits necessary for construction. Submit copies of approved pennits with <br />the final design plans, specifications, and estimate package. <br />Advertisement <br />5.1. Do not initiate construction advertisement activities until FHW A -WFL is in <br />possession of an independent environmental decision document. <br />5.2. Provide notification to FHWA-WFL once the contract has been awarded. <br />C. Construction <br />1. Do not initiate construction activities until FHW A-WFL is in possession of an <br />independent environmental decision document. <br />2. Construct and administer the project in conformance with the FHWA-WFL <br />environmental decision document.
