Community Development Services on December 29th, 20 IS. The application was <br />deemed complete on April 25, 2015. The Affidavit of Site Posting in accordance <br />with KCC 15A.03.IIO was received by CDS on March 8th, 2016 . The Notice of <br />Application was issued on June 2ih, 2016. This notice was published in the <br />official county paper of record and was mailed to jurisdictional government <br />agencies, adjacent property owners and other interested parties. The last day to <br />submit written comments was on July 12th, 2016. <br />8. Based upon review of the submitted application materials including an <br />environmental checklist, correspondence received during this 15 day comment <br />period and other information on file with Community Development Services, a <br />Mitigated Determination of Non-Significance (DNS) was issued. The appeal <br />period ended on August 23rd, 2016 at 5:00p.m. No appeals were filed . <br />9 . This proposal is consistent with the provisions of KCC Title 17A, Critical Areas. <br />Staff conducted an administrative critical area review in accordance with KCC <br />17A. Several critical areas items were found during review: <br />A) A Bonneville Power Administration right of way cros ses the southern pasture, <br />B) Class II wetlands occupy the north and south ends of the property, measuring <br />10,518 and 32,497 square feet in area, respectively according to Wetlands <br />Inventory GIS maps. <br />C) Hazardous slopes in excess of 35% incline occupy the east side. <br />D) The parcel falls within the Swauk Prairie Deer Winter Range . <br />E) The proposed access construction will cross BPA buffers. However, the <br />applicant and BPA have already entered into an agreement for monitoring of <br />construction for a shared access, and the agreed plan between the applicant and <br />BPA is shown in Exhibits IS and 41. <br />F) The Washington Department of Ecology believes that wetlands may in fact <br />extend further to the northwest than the Wetland Inventory suggests, and <br />recommends wetland reconnaissance at a minimum to determine the actual extent <br />of the wetland. Further, Ecology recommends a wetland delineation report and <br />mitigation if more extensive wetlands are found. <br />10. This proposal is consistent with the provisions ofKCC Title 20 , Fire and <br />Life Safety, as conditioned.
