CITY OF ROSLYN <br />National Historic District and Preserve America Community <br />May, 2016 <br />Parks & Recreation Plan <br />Section 1: Introduction <br />Roslyn is located 80 miles east of Seattle near Interstate 90 in sunny central Washington. Incorporated in <br />1886, the coal-mining town of Roslyn played an important role in Washington State History. The <br />extensive coal fields in the area fueled the Northern Pacific Railroad's trains during construction and <br />early operation of a direct rail line through the Cascade Mountains. <br />The City of Roslyn Recreation Plan is the culmination of many years and dedicated volunteer hours of <br />work since the City of Roslyn acquired the Roslyn Urban Forest (RUF) in 2007 and established the RUF <br />Citizens Advisory Committee (CAe) which began meeting bimonthly in 2008. This work was completed <br />by the City of Roslyn CAC, Staff, Elected Officials, local volunteers, and stakeholder groups. The City and <br />the CAC have partnered with other organizations, such as the Wilderness Society, the National Parks <br />Service (Rivers, Trails, Conservation Assistance Program), the Washington Chapter of the American <br />Society of landscape Architects, Kittitas Conservation Trust, Forterra, Mountains to Sound Greenway, <br />The Nature Conservancy, the Roslyn Downtown Association, and University of Washington to help <br />effectively organize and strategize the best way to engage citizens and stakeholders to create this plan. <br />Vision for the City of Roslyn Recreation Plan: <br />A recreation plan that has recommendations that fit with Roslyn's community needs, fosters a sense of <br />place, promotes health and weI/-being of residents, aligns with Roslyn's comprehensive plan goals, and <br />enhances the quality of life for local citizens. This includes non-motorized public access to open space in <br />and adjacent to the City of Roslyn, sustainable recreational opportunities, flexible and adaptive to local <br />needs, connected and integrated into the Wildlife and recreation networks in the region, embraced by the <br />City and the local citizens and users, and provides educational opportunities for the community. (Roslyn <br />Urban Forest CAC -Design Charrette Summary Report, 2012) <br />Goals of the City of Roslyn Recreation Plan: <br />Provide a range of recreational opportunities within Roslyn's parks, forest, and open-spaces <br />Balance recreational amenities to minimize negative impacts to forest health, wildlife habitat <br />and local residents and businesses <br />Identify and enhance regional recreational opportunities and public access <br />Integrate the needs of the town center (downtown), including visitor parking and other ancillary <br />services (i.e. Stormwater management, etc.) <br />Celebrate Roslyn's history and community <br />1
