<br />As the Pass-th(ougn Entity (PTE), th.e Washington Stale Military Department (WMD) Emergency Management Division 's
<br />(I,::.MD) Preparedness Grants Section (PGS), referenced as the Department, is responsible for ensuring federal f\.!ndlhg is
<br />expended and programs Implemented in full accordance wtlh governing law and regulations , Eighty-percent of the state's
<br />award is allocated to local and tribal unilS of government In acC6rdance with FedeN:j1 guidelineS. Washington State is
<br />dlvlqed Inla nine Homeland Security Regions. FundIng is allooated to tha Regions according 10 a. county base, populatfon,
<br />and population density funding formula. The remainIng twenly percent Is allocated to state 'agencies-uslng a sustainment
<br />funding, model.
<br />Region 7 is vulnerable and faces the risks related to the acts of terrorism and the use of force, or violence against persons,
<br />property, government or any segment of the political or social objectives. Region 7 is vulnerable to wildland fire, landslides,
<br />Hoods, winter storms, windstorms, earthquakes, pandemic Incidents and the human caused acts of terrorism directed
<br />towards, hydroelectric facilities, transportation, public events, and industry. Risks are the expected negative impact of an
<br />adverse incident (whether the results of terrorism or natural hazard) considering Ihe magnitude of its impact. Homeland
<br />Security Grant Funding will sustain Region 7 capabilities with a functional emergency management program. This
<br />investment enhances the planning, training, exercise, and response of the regional responders and volunteers.
<br />Region 7 is composed of Chelan, Douglas, Grant, and Okanogan Counties. The responsibility of the Region 7 Homeland
<br />Security Coordlnatfng Office and point of conlact for the Region 7 Investment is rotated with each county serving in tum,
<br />Region 7 submitted an Investment as part of the Washington State FY15 SHSP Investment Justification. Kittitas County is
<br />responsible for the following projects approved as a part of the regional Investment.
<br />PROJECT #1 Emergency Management Storage Unit I $6,480
<br />DESCRIPTION: Kittitas County Emergency Manegement rents a storage unit behind the office to store emergency
<br />management equipment to Include, generators. mobile lights, Mobile EOC, etc.

<br />DESCRIPTION: • Specialized training will be funded under this project for the multi-regional Kittitas County
<br />Special Response Team (KCSRT) to Include SWAT training sponsored by the Washington
<br />State Tactical Officers Association.
<br />• Funding will also cover professional development to include attendance at the annual WSEMA
<br />conference.

<br />PROJECT #4 SWAT team medical kit I AED pads I $1,600
<br />The Kittitas County Special Response Team is in need of a battlefield expedient medical kit to help
<br />DESCRIPTION: trauma patients in the field before victims can be extracted via EMS. Kittitas County Is also In need
<br />of bulk Automatic External Defibrillator pads. The current emergency stored pads have expired
<br />and need replacing.

<br />Small UAV for Search and Rescue operation. The purchase of a Phantom-3 UAV to support
<br />DESCRIPTION: Search and Rescue efforts. This will be used to fly down the many rivers In Kittitas County to
<br />locate the stranded people or Hawn on Forest Service trails 10 locate lost hikers.
