Local Road Safety Plan Methodology : Provide a description of you r local road safety plan development/prioritization process . <br />Describe what crash types/factors were prioritized , what risk factors were considered , how many "stars" are available for any <br />individual road segment or intersection based on those risk factors, and what your priOritization process is between different <br />countermeasures (based on cost, crash type addressed , etc.). <br />The Kittitas County Road Safety Plan was developed by determining the types of crashes tha t occur disproportionately in our <br />county as compared to all counties in the state and all public roads in the state. Analysis was performed to reveal where <br />crashes are occurring and other factors that could contribute to crashes including the roadway characteristics, time of day, and <br />type of vehicle. Data used for this evaluation was prov ided by Washington State Department of Transportation (WSDOT). The <br />data was from four years of detailed information about crashes on Kittitas County roads (2008 through 2012). The collision data <br />showed that fatal and serious injury collisions occur at a disproportionately higher rate on county roads than on all public roads <br />in Washington State. Therefore, this Safety Plan focuses on reducing potential fatal and serious injury collisions in Kittitas <br />County . <br />The cause of fatal and serious injury collisions in Kittitas County is typically due to "hitting a fixed object" and "overturning ." Fatal <br />and serious injury collis ions are also occurring under at le ast one of the following types of conditions : dark or dusk lighting, at <br />non -Intersection locatio ns, on roadway curves (horizontal curve), exceeding sale speed, crOSSing over the centerline , vehicl e <br />type of motorcycle , and on road s with 50 mph sp eed limits. The County's road log al so sh owe d a high frequency of fatal an d <br />s.erio us injury collis ions on road s that are paved, have a pavement width of 26' or less, and have an Average Daily Traffic (ADT) <br />volume of 175 or more . <br />Due to the rural nature of our county, almost all Kittitas County roads fall under the category "no lighting,· so this characteristic <br />was not evaluated further. Additionally, most of the roads have a pavement width of 26' or less , so the evaluation considered <br />on ly roa ds that are 24' or less in width to focu s on the narrowest roads for safety improvements . The "motorcycle " category was <br />not evBl uated further becau se it is not a road characteri stic. <br />In order to have the greatest potential impact in reducing collisions, the County considered roads for evaluation and prioritization <br />for safety improvements with the following characteristics: <br />•. Paved (ACP, HMA, or BST). <br />• Pavement width of 24' or less . <br />• ADT of 175 or more . <br />• Posted speeds of 35 or more. <br />• Collision at this site in the past 4 years . <br />• Roads that have been previously identified in the County's hazard elimination plan . <br />The county road segments with the cha racteristi cs listed above wer e prio ritiz ed using contribUting factors identified from the <br />colli sion data.
