CW 43.330.080 <br />Coordination of community and economic development services - <br />Contracts with COilnly-clesignated associate development <br />ora nlzatlons -cope of services - B .ness services training. <br />(1 )(a) The department must contract with COlI'Ity-deslgnated associate development OI'gatllzations to <br />increase the support for and coordination of community and economic development services In <br />communities or regional areas. The contracting organizations in each community or f1Jgional area must: <br />(i) Be broadly representative of community and economic interests; <br />(iI) Be Q8P8b1e of identifying key economic and community d&veJopmem.pmb/ems, .developing <br />appropriate solutions, and mof:SilizJng broad s~ for recomrhended Initiatives; <br />(iii) Work closeJy with the department to carry out stste-mntified economic deveJopment priorities; <br />(iv) Work with snd inClude local govet'1In8nl8, local chambers of commerce; workforee ~Iopment <br />counc:iIs, port cfi,trIcts, labor groups, institl.lf1ons of higher education, community acUon programs, and <br />other approprlate private, puDtic. or nonprofit community and economic de\l8l~nt -groups; and <br />CV) Meet and share best practices wHh other associate development organizations at least two times <br />each year. <br />(b) The scope of services delivered under the contrscta required in (a) of this subsection must include <br />two broad areas of work: <br />(i.) Direct asslstance l induding business planning, to companies throughout the county who need <br />support to stay in business, expand, or relocate to Washington from out of state or other countries. <br />Assist8l'lC8 must comply with business reaultment and retention protocols established in RCW <br />43.330.062, and lndudes: <br />(A) Working with the appropriate partner:s throughout the county Includlng, but not limited to, local <br />governments, worlcforce developtnf,Hlt councils, port districts, eomml.Wljiy and tecMfCaI colleges and <br />higher education Institutions, &xpoIt asststance providers, Impact Washington, the Washington state <br />quaIlty award council, small business assistance programs, innovation partnership zones, and other <br />federal, sJate, and local programs to facilitate the alignment of ptaming efforts and the seamless delivery <br />of business support services within the entire county; <br />(B) Providing Information on state and local permitting processes, tax issues, export assistance, and <br />other essential information for operating, expanc(Jfl9, or locating a business In washington; <br />(e) MQtketing Washlngron and local areas as excellent locations to expand or relocate a bualneas and <br />positioning Washi~ton as a globally competitive place fo grow bus/ness, which may "include developing <br />and executing regional plans to attract compar:tles fi"om out of state; <br />(D) Working with businesses on site location and selection assistance; <br />(E) Providing business retention and expansion services throughout the county. Such s8f'JiCes must <br />ihclude, but are nollilTlited to, business outreach and monitoring efforts to identify and adctess <br />Challenges and opportunities faced by businesses, assistance to trade impacted bUSinesses in applying <br />for grants from the federal trade adjusbnent assistance for firms program, and the provision of Infonnation <br />to businesses OR :
