October 11, 2017 <br />Mr. Andrew Kottkamp <br />Kittitas County Hearings Examiner <br />205 W,5`h Ave. <br />Ellensburg, WA. 98926 <br />Regarding — Marion Meadows PUD (PD -17-00001) <br />Associated Conditional Use Permit (CU -17-00001) <br />Long Plat (LP -17-00001) <br />Sir, <br />Due to the long history of Marion Meadows 3 minutes for the public to comment on this latest proposal is not near long <br />enough. <br />Kittitas County Community Development Services has received comments from the Easton community and multiple <br />public agencies regarding the negative impacts of Marion Meadows for a multitude of reasons. <br />A review of these comments will reveal 100% opposition to a high density development proposal. There is no support <br />here in the Easton community that destroys the rural character and puts public health and safety at risk. The Growth <br />Management and the County's Comp Plan are supposed to protect Rural Character, not destroy it. <br />.qt-'7- <br />These <br />qt%TThese comments come from the people who live in this rural community and know what it's like to live here, especially <br />during the winter. They come from school officials, Fire Dept. and EMS officials, WA State Dept. of Transportation Aarc1-1-r, <br />officials, Dept. of Wildlife officials and many more. <br />CDS staff, two of our County Commissioners and our Hearings Examiner do not live in Upper County or the Easton <br />community. You don't know what it takes to keep our school open and our buses moving in the winter when the County <br />plows haven't been here. You don't know what it takes to keep our Fire Engine, tenders, Aid car and our volunteers able <br />to respond to emergencies during chronic road closures (County and Interstate) and periods of heavy snow fall. <br />We, the local citizens do know what it takes. We also know what a huge negative impact this density will have on our <br />community and we expect to be listened to now, NOT AFTER THE FACT. <br />The Public Comment process, on this latest proposal, has been inadequate at best. The following are several reasons to <br />back this up. <br />• Attachment 1- Notice of SEPA Action and Public Hearing mailed on Sept. 26, 2017 is very confusing including <br />incorrect day of hearing. <br />• Attachment 2 — On 6/27/17 I submitted a letter to CDS requesting a halt to further action on this proposal as <br />ERLC has NO contract for water. Consequently the public cannot comment on water issues. I believe proof of <br />water is required by CDS PRIOR to receiving an application. <br />• Attachment 3 — This is a photo of the Land Use Action sign and a copy of the County's posting <br />requirements for same. Originally installed so high with very small writing, in red, it was un- readable. It quickly <br />faded out completely and has been in this condition for months. <br />Per the County's attached posting requirements this notice has never complied. <br />• Attachment 4 — This is one of the several layout maps with a common note (For illustration ONLY portraying <br />a likely layout) How does the public comment accurately on a notation like that? <br />An additional problem with the Public Comment Process is that the Kittitas County Daily Record newspaper is no longer <br />delivered to the Easton area which further limits the public's comment process, as the legal notices are posted in this <br />county newspaper. <br />
