highways, and land forms and contours, (C) the prevention of abnormally irregular boundaries, and (D) <br />the ability to provide public facilities and public services in a manner that does not permit low-density <br />sprawl. <br />The establishment of the nearby LAMRID was adopted to minimize areas of more intense rural <br />development. Such development shall not be extended beyond the logical outer boundary there by <br />allowing a new pattern of low-density sprawl. <br />Development Agreement <br />The uses proposed for a Development Agreement are not allowed, by County Code in a Rural PUD and <br />are an attempt to circumvent the provisions of the Growth Management Act. <br />Kittitas County Code 17.36 <br />PUD preserves usable open space, important natural features, and other amenities; <br />The proposal does not clearly define or delineate the required useable open space as required. <br />PUD provides site design features that reasonably mitigate off-site impacts; and <br />The proposed design features do not mitigate off-site impacts such as possible domestic well <br />contamination, well head protection zones, wild fire hazards and emergency evacuation plans, wood <br />smoke hazards created by wood heating and often occurring during the winter months. <br />Public benefits of PUD outweigh the effect of the modification of underlying zoning standards. <br />There are no public benefits associated with the proposed PUD. <br />Additional criteria applicable to PUDs on Rural Lands: <br />PUD is developed in a manner that maintains rural character; <br />There is no way to add 85 to 89 small lots and the other proposed uses and maintain or enhance rural <br />character to an area which has an established high density in place created by nonconforming existing <br />parcels. <br />Non-residential uses within PUD are designed at a scale appropriate for rural area and intended to serve <br />only the residents of the PUD; <br />The applicant has indicated the proposed non-residential uses would serve the general public any <br />development agreement which would allow such uses would be in violation of this code. <br />17.08.155 Campground. <br />"Campground" means any parcel or tract of land under the control of any person, organization, or <br />governmental entity wherein two (2) or more recreational vehicle, recreational park trailer or other <br />camping unit sites are offered for the use of the public or members of an organization.
