Marian Meadows <br />Marian Meadows is a proposed residential planned unit development located approximately'/ mile east <br />of the Easton LAMRID. Easton is the first significant commercial area along the I-90 corridor in the <br />western portion of Kittitas County and on the eastern slopes of the Cascade Mountain Range. The <br />proposal is a complex mixture inclusive of a Long Plat Application, a Conditional Use Application for the <br />inclusion of privately owned RV Storage, RV Park and campground facilities, a Planned Unit <br />Development Applications for the clustering of, <br />• 72 SFR, <br />• 4 large tract residential lots, <br />• 12 attached townhomes, <br />and a Development Agreement Applications that will provide phasing criteria, the inclusion of retail and <br />service facilities for the RV Complex and operational standards for the community to operate under. <br />The overall proposal incorporates the following: <br />➢ Approximate extension of 1,100 LF of public roadway from Sparks Road, the primary arterial <br />servicing the Easton residential community. <br />➢ Reduced development footprint using approximately 120 acres of the 445.42 acres within the <br />proposal. By clustering the development, 70% of the land is preserved in 4 large tracts that <br />contain the majority critical areas. This is inclusive of steep slopes, wetlands, geologically <br />sensitive areas and wildlife habitat. It also preserves a major portion of the view corridor from <br />the surrounding area. <br />➢ Reduces the critical areas portion of the parcel which presently contains 13 separate building sites <br />down to the 4 large tract sites. <br />➢ Preservation of identified alluvial fans, buffering open space areas, and preservation of wildlife <br />corridors for large animal migrations. <br />➢ Legal, technical and financial support toward water right management and compliance for Easton <br />Water District. <br />➢ Will include significant upgrades to the existing water districts storage capacity and system <br />distribution upgrades. <br />➢ Provides native habitat buffers and open space between existing proposed new development. <br />➢ Proposal pares the dwelling density from Alternatives studied within the FEIS (upward of 443 <br />units) to 89 units and consistency with current County zoning. <br />➢ New density will be metered implementation covering upward of 20 years. <br />➢ Includes community parks and recreational facilities and over 7,000 if of community trails. <br />➢ Includes community solid waste management/recycling facilities in lieu of weekly curbside <br />garbage collections, including efforts toward cost management of the service and control over <br />garbage and wildlife interactions. <br />➢ Includes community mail depot to coincide with solid waste center and increased security of mail <br />service. <br />➢ Incorporates a Recreational Vehicle Complex that will provide the following: <br />- Private "fee simple" ownership of covered RV storage available to community members <br />and also the general public. In lieu of unregulated/under-managed mini storage facilities, <br />which will include constant oversight and management and be confined to the ASZ-4 zone. <br />1of2 <br />
