<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 3-53 <br />What is functional classification? <br />Functional classification is the <br />division of roadways into groups <br />having similar characteristics of <br />providing mobility and land access. <br />Public agencies define functional <br />classifications differently, but, in <br />general, arterials provide the most <br />mobility and least direct property <br />access, collectors provide an <br />approximate balance between <br />mobility and direct property access, <br />and local roads emphasize direct <br />property access in lieu of mobility. <br />What is ADT used for? <br />Transportation planners use existing <br />and projected average daily traffic <br />(ADT) to evaluate the consistency <br />between the roadway’s design and <br />use. A roadway with an ADT that is <br />higher than the functional <br />classification standards indicates <br />improvements may be needed. <br />3 What roadways currently serve the area? <br />The study area is served by several roadways with different <br />functional classifications and uses. Functional classifications are <br />described differently depending on which public agency owns <br />and maintains the roadway. These roadways are shown in <br />Figure 3-8 and include: <br /> I-90 is Washington’s primary east-west interstate and is <br />classified by WSDOT as a Rural-Interstate (R5) within the <br />study area. This section of I-90 has two lanes in each <br />direction and the posted speed limit is 70 miles per hour <br />(mph). The average daily traffic (ADT) is approximately <br />27,000 vehicles per day (vpd) (2006 count). <br /> Railroad Street is classified by Kittitas County as a Rural <br />Local Access (class 9) road and provides access between I- <br />90 from Exit 70, the town of Easton, and the project site <br />(via Sparks Road). This roadway has one lane in each <br />direction and the posted speed limit is 35 mph. South of the <br />I-90 Exit 70 eastbound ramps, the ADT is approximately <br />550 vpd (2008 count). <br /> Sparks Road is classified by Kittitas County as a Rural <br />Local Access (class 9) road and serves as the primary route <br />to I-90 (via Railroad Street) for traffic on the north side of I- <br />90 with one lane of travel for each direction. The posted <br />speed limit is 35 mph and the ADT is approximately <br />250 vpd west of Railroad Street and 1,250 vpd east of <br />Railroad Street (2008 count). <br /> Pit Way/Hawthorn Lane is not classified by Kittitas <br />County with respect to functional classification. This two- <br />lane roadway provides residential access and connects to <br />Sparks Road with a posted speed limit of 15 mph. The <br />ADT is roughly 75 vpd (estimated from 2006 and <br />2008 counts). <br />
