<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 3-52 <br />What types of trips use the surface <br />transportation system? <br />Traffic engineers and planners have <br />categorized several different types <br />of trips to determine which trips are <br />essential and predictable. <br />Work-based trips refer to the trips to <br />and from work; trips to and from <br />school are also sometimes included <br />in this category. <br />Non-work-based trips are all of the <br />other trips that are not associated <br />with work, such as going to the <br />grocery store, dry cleaners, <br />restaurants, gas stations, etc. <br />Freight refers to the movement of <br />commercial goods and excludes the <br />movement of people. <br />3.2 TRANSPORTATION <br />3.2 1 Transportation – Surface System <br />The surface transportation system consists of roadways and pathways that people use to travel on. Users <br />and uses of this transportation system vary, and include work-based trips, non-work-based trips, freight <br />trips, and recreational trips. The surface transportation system includes passenger cars, freight trucks, <br />bicycles, pedestrians, and recreational vehicles, but excludes the <br />air and water modes of travel. <br />1 What area was studied with respect to <br />transportation? <br />The area studied to identify the proposal’s potential impacts to <br />the surface transportation system generally includes the I-90 <br />Easton interchange and Sparks Road from Railroad Street to <br />Norton Road. Within this study area, seven intersections were <br />studied to evaluate the local transportation system. These <br />intersections represent the key locations where the project’s <br />effects would be most noticeable and include: <br /> I-90 eastbound ramps/Railroad Street; <br /> I-90 westbound ramps/Railroad Street; <br /> Sparks Road/Railroad Street; <br /> Sparks Road/Turtle Town area; <br /> Sparks Road/Pit Way/Hawthorn Lane; <br /> Sparks Road/Country Drive; and <br /> Sparks Road/West Sparks Access. <br />These intersections are shown on Figure 3-8 and additional detail on the roadways within the study area is <br />provided under Question 2 below. <br />2 What are the characteristics of the existing transportation system? <br />The surface transportation system is often characterized by the types of roadways, non-motorized system, <br />transit service and facilities, maintenance, and how well the system functions. Public transit service is not <br />provided in the study area and has therefore not been evaluated. The functions of the system can be <br />further evaluated with several sub-parameters and are detailed under Question 3 below.
