<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 3-5 <br />Snoqualmie Pass. The Area of Influence includes the cities of Cle Elum and Roslyn; the unincorporated <br />communities of Ronald, Easton, and Snoqualmie Pass; and the resort community of Suncadia. The 2000 <br />census population of the area was approximately 9,000. Table 3-1 contains more detailed population <br />characteristics. <br />The communities of Cle Elum, Roslyn, Ronald, and the Suncadia Resort are distinct communities <br />separated from the Easton area by Easton Ridge. The land to the east and north of the site beyond Easton <br />Ridge is largely forest and is largely included in the Wenatchee National Forest. The City of Roslyn <br />watershed within the Domerie Creek basin is adjacent to the northeast corner of the site and extends about <br />0.5 mile to the northwest and 2.5 miles to the southeast. The watershed is shown on Figures 1-1 and 3-1. <br />3 How many people live in the project vicinity? <br />The estimated population of the project vicinity (north of I-90) is based on the number of housing units <br />(about 140 based on the County Assessor’s data) and likely 50 percent split between year-round and <br />seasonal residents based on 2000 census data and water consumption data. In addition to housing units, <br />there are 60 to 80 vacant lots in the project vicinity. Vacant lots in the vicinity are shown in Figure 3-3. <br />The estimated year-round residents are between 180 and 200 permanent residents, of which about <br />20 percent are estimated to be retired. Peak population when most seasonal residents are in the area on <br />holiday weekends is likely to be 450 to 500. <br />Table 3-1 indicates the population estimates and some characteristics of the population from the <br />2000 census. <br />4 What are the plans for future land use in the area? <br />The Kittitas County Comprehensive Plan designation for the site is Rural, as shown on Figure 3-4. <br />The Kittitas County Comprehensive Plan designations for the Easton Area are a combination of Rural, <br />Forest, Forest and Range, and Commercial Forest, with a Commercial designation on the north side of I- <br />90 near Exit 70 and in the town of Easton, as shown on Figure 3-4. <br />Kittitas County has designated two LAMIRDs. This includes designation of the area around the Easton <br />Townsite as a Rural Activity Center and designation of an area on the west side of I-90 accessed by Exit <br />70 and Sparks Road as a Rural Employment Center. These areas are shown on Figure 3-4A. The <br />LAMIRD designation is an optional tool provided by the Growth Management Act (GMA) that is <br />intended to recognize these pre-existing development patterns; provide for limited infill, development or <br />redevelopment; and allow for necessary public services to serve the LAMIRD. The Marian Meadows site <br />is about .5 mile from the Rural Employment Center and about 2 miles from the Rural Activity Center.
