<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 1-12 <br />6 What Kittitas County decisions are required? <br />Decisions required by Kittitas County are as follows: <br /> The Kittitas County Board of Commissioners will consider the PUD rezone as a quasi-judicial <br />decision. The rezone will first be reviewed by the Hearing Examiner who will make a <br />recommendation to the County Commissioners. <br /> The Kittitas County Board of Commissioners will consider the subdivision as a quasi-judicial <br />decision only if the rezone is approved. The preliminary plat will first be reviewed by the Hearing <br />Examiner who will make a recommendation to the County Commissioners. <br /> Kittitas County may also issue other ministerial approvals subsequent to rezone and preliminary plat <br />approval for infrastructure review and construction. These include: <br />o Road Improvement Plan Approval <br />o Clearing and Grading Permit(s) <br />o Fire Marshal Hydrant Permit Approval <br />o Agreement to Locate Utilities (Franchise) <br />o Master Drainage Plan Approval <br />o Final Plat Approval. <br /> If the PUD rezone is approved, subsequent phases of the project would require the following <br />approvals: <br />o Preliminary Plat Approval <br />o Environmentally Critical Area Modification Approval. <br />7 What other agencies will review the proposal? <br />The Easton Water District No. 3 will review and approve construction <br />plans for water system expansion. <br />The Washington State Department of Ecology (Ecology) will review: <br /> Water right expansion to serve expanded Water District boundaries under RCW 90.03.330, 340 <br />or 386 <br /> Wastewater Treatment Facility Design Approval under RCW 90.48.110 <br /> Recycled Water Application Permit <br /> National Pollutant Discharge Elimination System (NPDES) Clearing and Grading Permit <br /> Fugitive Dust Control Plan (FDCP)
