<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 1-11 <br />Alternatives 4 and 5 include Compilation of Mitigation Measures consisting of development that <br />would either (a) incorporate measures identified in the EIS analysis that would reduce specific impacts <br />upon the environment, or (b) incorporate changes in the proposal that could be imposed as <br />governmental conditions to control environmental impacts or meet applicable local, state, or federal <br />codes or criteria. Two alternatives were developed after an initial assessment of the existing conditions <br />and impacts of the proposal. <br /> Alternative 4: PUD with Reduced Density on the Entire Site includes a rezone to PUD with 147 <br />lots but provides for no development in (ASZs) 3 and 4. It provides for density of one unit per three <br />acres in all ASZs, avoids areas of debris flow hazards, and reduces the number of lots on the <br />steepest slopes on the eastern portion of the site. It also increases lot sizes at the perimeter of the <br />site and along potential wildlife corridors. The mini-storage use would be relocated within ASZ 4. <br /> Alternative 5: PUD with All Development on the Western Portion of the Site includes the same <br />features as Alternative 4 to avoid impacts, but also avoids all development on the steep slopes <br />located on the eastern portion of the site . It includes slightly smaller lots in some areas than <br />Alternative 4 and includes a component of multi-family development. It exceeds the 113-unit <br />maximum allowed by Kittitas County within all ASZs. The mini-storage use could be relocated <br />within ASZ 4 as indicated in Alternative 4. <br />These options would include water district service but would employ individual on-site sewage disposal <br />rather than a sewage treatment plant. <br /> In addition to the site development alternatives, four tenure scenarios were developed. Tenure <br />scenarios address future residents’ effect on public service impacts based on age and whether they <br />live on the site year-round or are part-time recreational residents. Because of uncertainty in <br />predicting the character of future residents, four scenarios have been developed with different mixes <br />of residents: <br />o Tenure Scenario 1: All full-time residents: 85 percent workforce families and 15 percent <br />retired persons; <br />o Tenure Scenario 2: 60 percent workforce families, 15 percent retired and 25 percent part-time <br />recreational; <br />o Tenure Scenario 3: 35 percent workforce families, 30 percent retired, and 35 percent <br />recreational; and <br />o Tenure Scenario 4: 25 percent workforce families, 25 percent retired and 50 percent <br />recreational.
