11.5 <br />11.6 <br />11.4.2.1 Dedication of land to site school facilities. <br />11.4.2.2 Financial contributions for site acquisition and building <br />construction. <br />11.4.2.3 Financial contributions to fund transportation facilities expansion. <br />11.4.3 The School District's analysis used the maximum impact projections of <br />homes associated with the proposal, Alternative 1 and 2 within the FEIS, <br />with 443 units and a maximum student addition of (pg. I35). Impacts to <br />schools are addressed. Alternatives 3D and 5 are most similar to the Revised <br />Proposal in terms of school impacts, with 113 units. At that <br />development level, the additional student population ranges between 21 and <br />67 students over the course of a 10 year build out. <br />11.4.4 The applicant shall contact the School District to enter into discussions to <br />develop acceptable mitigation measures to accommodate the increased <br />student population. Mitigation measures shall be included in the <br />Development Agreement. <br />Washinliaton De artment of Health O <br />11.5.1 DOH submitted comments on July 20, 2017 stating that the Easton Water <br />District system can serve the expected number of additional connections. <br />DOH requires the following: <br />11.5.1.1 Marian Meadows/Easton Water District shall confirm an intended <br />connection to the Easton Water District, and then submit estimated <br />water usage quantities, so that DOH can determine whether the <br />precise number of new connections that are proposed for Marian <br />Meadows can be served by the existing system, or apply for a new <br />Group A Community public water system with the DOH Office of <br />Drinking Water. <br />11.5.1.2 Marian Meadows shall identify how wastewater will be managed. <br />11.5.1.3 The Applicant shall submit documentation and engineering design <br />for proposed water extension to DOH for the review and approval. <br />11.5.1.4 County Analysis <br />The County has no further analysis in relation to State DOH <br />requirements. <br />Kittitas Counitv Environmental Health <br />11.6.1 In order to satisfy Environmental Health requirements the applicant must <br />provide written documentation from the water purveyor indicating the water <br />district commits the appropriate number of connections for the entire project <br />(made therefore unavailable to any other lots) prior to final signoff. <br />Additionally the design approval of the large onsite septic system must be <br />submitted to Washington State Department of Health for approval through <br />the state LOSS process. <br />PD -17-00001, CU -17-00001, LP -17-00001 <br />Marian Meadows Project <br />Page 8 of 27 <br />
