<br /> <br />21 <br /> <br />d) Activities or uses that create excessive amounts of dust, smoke, or other <br />emissions that may result in impairment of visibility in the vicinity of the airport <br />are discouraged and will be regulated in accordance with rules and regulations <br />promulgated and enforced by the Washington State Department of Ecology under <br />the Clean Air Act and other state and federal regulations. <br /> <br />29) Parks and Recreation <br /> <br />Mitigations for impacts to Park and Recreation facilities are discussed in the FEIS, (pg. 3-124). <br />Mitigations listed in the FEIS include: <br />a) Provision by the project of such facilities, or proportional contribution to the cost <br />of such facilities <br />b) Providing facilities for Off-Road Vehicle Use <br />c) Maintenance of facilities on site through a Homeowners Association. <br />d) Provision of such facilities through the Kittitas County Park and Recreation <br />District No. 1 by means of voter approved tax assessments. <br />e) The applicant seeks to enter into a Development Agreement with the County. <br />Mitigations for Parks and Recreation can be determined through the <br />Development Agreement process. <br /> <br />The applicant shall enter a development agreement with Kittitas County that mitigates park and recreation <br />impacts to the satisfaction of Kittitas County. <br /> <br />30) Public Services <br /> <br />Police Service <br /> <br />The FEIS examines mitigations for impacts to police services. Mitigation measures include a fair share <br />contribution from the project to provide additional resources, including personnel, equipment, and <br />facilities. Specific contribution amounts shall be determined through the Development Agreement <br />process. <br /> <br />Fire Safety/Medical Response <br /> <br />The FEIS includes mitigation requirements. The following mitigation measures are recommended <br />conditions of approval: <br /> <br />a) A Fire Management Plan shall be developed and implemented. <br />b) Fire hydrants shall be included as per fire district design standards. <br />c) Development shall comply with KCC Title 20 Fire and Life Safety, including the <br />International WUI Code defensible space requirements. <br />d) Non- combustible areas immediately adjacent to buildings shall be required. <br />e) The FEIS identified public fire education programs, and additional equipment to <br />mitigate Fire and Medical Response impacts associated with the project. Project <br />contribution to these measures is identified in the FEIS. Such contributions can <br />be made a condition of a Development Agreement, with amounts identified <br />appropriate to the 89 unit current proposal. The applicant shall to contact the <br />Kittitas Valley Fire District to determine appropriate mitigation measures. <br />Mitigation measures shall be included in the development agreement. <br />f) Automated fire suppression systems shall be installed. <br />Schools
