<br /> <br />17 <br /> <br /> <br />KCC 17A Critical Areas <br /> <br />As conditioned, the proposal is consistent with KCC 17A Critical Areas. <br /> <br />VII. CONSISTENCY WITH THE KITTIAS COUNTY COMPREHENSIVE PLAN <br /> <br />Numerous Goals, Policies, and Objectives (GPOs) apply to this proposal. These include GPOs 3.14, 3.15, GPO <br />3.13, GPO 2.14, GPO 2.7, GPO 8.33, GPO 8.5, GPO 8.56, and GPO 8.8 <br /> <br />GPO 2.7 Kittitas County will maintain a flexible balance of land uses which will protect, preserve, and enhance <br />the rural character, historical forest lands, agricultural industries, mineral lands, and high quality environment. <br /> <br />As conditioned, the project meets this GPO. It promotes a flexible balance of land uses by concentrating <br />development high density area on the western side, and leaves low density development to the east, while <br />including RV facilities <br /> <br />GPO 2.14 Kittitas County will continue to explore incentives for farming and ranching to continue as significant <br />land uses, for example, innovative cluster platting, transfer of development rights, and planned unit developments. <br /> <br />As conditioned, the proposal is consistent with this GPO. The planned unit development creates incentives for <br />development while leaving surrounding agricultural lands intact. <br /> <br />GPO 3.13 Provide for housing to be developed which is affordable to all economic groups. <br /> <br />The mix of single and multi-family housing proposed is consistent with this GPO. <br /> <br />GPO 3.14 Designate high-density residential land use zones such as PUDs, cluster development, and MPRs <br />outside of Urban Growth Areas. <br /> <br />Located outside of Urban Growth Areas, the proposed location is consistent with this GPO. <br /> <br />GPO 3.15 Provide for a range of housing types within Kittitas County. <br /> <br />The mix of single and multi- family housing proposed is consistent with this GPO. <br /> <br />GPO 8.33 Planned Unit Developments (PUD) in rural areas can only be established where such developments <br />will not result in high density environments which require urban services and reduce maintenance of rural <br />character. <br /> <br />The proposal meets the underlying density for the Rural-5 zone. If the applicant provides support for fire, <br />hospital and school services as part of a development agreement, impacts to rural levels of services will be <br />mitigated for consistency with this GPO. <br /> <br />GPO 8.5 In order to protect and preserve Resource Lands, non-resource development and activities on adjacent <br />Rural lands shall require preservation of adjacent vegetation, existing landforms (e.g. ravines) or use of other <br />methods that provide functional separation from the resource land use. <br /> <br />As proposed, the project is consistent with this GPO. The northern part of the property bordering the Commercial <br />Forest in the Rural Resource Land Use Designation will be kept primarily in its natural vegetative state. <br />
