<br /> <br />14 <br /> <br /> KCC TITLE 13: WATER AND SEWERS <br /> <br />Kittitas County Environmental Health has examined the proposal, and finds it consistent with KCC Title <br />13, Water and Sewers, as conditioned. The applicant must provide written documentation from the water <br />purveyor indicating the water district commits the appropriate number of connections for the entire <br />project prior to final signoff. Additionally the design approval of the large onsite septic system must be <br />submitted to Washington State Department of Health for approval through the state LOSS process (Index <br /># 70). <br /> <br /> KCC TITLE 14: BUILDINGS AND CONSTRUCTION <br /> <br />Kittitas County Building has examined the proposal, and finds it consistent with KCC Title 14, Buildings <br />and Construction, as conditioned. <br /> <br /> KCC TITLE 16: SUBDIVISIONS <br /> <br /> The submitted preliminary plat drawings meet standards outlined in KCC Title 16, Subdivisions. <br /> <br /> KCC TITLE 17: ZONING <br /> <br />Provided the applicant is successful in obtaining a Development Agreement with the Kittitas County, the <br />proposal is consistent with KCC Title 17. The entirety of the revised proposal falls within the current <br />Rural-5 Zoning District. The Rural-5 zoning district requires a 5-acre minimum lot size (KCC <br />17.30A.040). The proposed development includes smaller lot sizes, but does not exceed the overall <br />allowable density for the property. KCC 17.36 allows limited departures from underlying minimum lot <br />sizes upon successful application for a rezone to a PUD, provided that the underlying zoning density is <br />respected. The proposal calls for 89 lots, with 85 clustered in the flatter western portion of the site, and <br />four lower-density lots to the east. <br /> <br />KCC 17.36 PLANNED UNIT DEVELOPMENT <br /> <br />17.36.15(2) <br />Outside the Urban Growth Area (UGA) and Rural LAMIRDs: The provisions of this chapter can be used <br />for properties over twenty (20) acres in size, except that PUDs are prohibited on Resource Lands and <br />Rural Lands in the Rural Working Land Use Designation. <br /> <br />Staff Response <br />The subject property is 445 acres in size, and is outside the Urban Growth Areas and Rural LAMIRDs. <br />As proposed, the project is consistent with this provision. <br /> <br />Uses proposed in the proposal include: <br /> <br />89 residential lots, including three 4-unit town homes <br />Two RV Storage Areas <br />An RV Park and campground <br />An RV supply and service commercial operation <br />Community areas with a recycling center, athletic courts, and a pool <br /> <br /> Under 17.36.020(2)(a), allowed residential uses outside of an Urban Growth Area include: <br /> <br />Accessory dwelling unit;
