<br /> <br />12 <br /> <br />measures. <br />4) Utilities <br /> <br />Sewer <br />a) Residential lots will be served by an On-site septic system. <br />b) The RV Complex will be served with a Large On-Site Septic System designed to <br />DOH standards with oversight by DOH /Satellite Management. <br />c) Prior to any development on the steeper eastern slopes, and sewage disposal master <br />plan shall be submitted to Kittitas County Environmental Health. <br /> <br />Stormwater Management <br /> <br />a) Stormwater plans submitted to CDS shall depict design standards showing pervious <br />construction methods with a focus on retention and infiltration. <br />b) Development shall comply with the Ecology Stormwater Management module <br />Eastern Washington. <br /> <br />5) Visual Quality, Light and Glare <br /> <br />As described in the FEIS, visual impacts can be mitigated through the following methods, and such <br />methods are recommended as conditions of approval: <br /> <br />a) Road cuts shall be revegetated with native coniferous trees. <br />b) outdoor lighting shall be shielded and directed downward <br />6) Noise <br /> <br />Noise impacts are discussed on pg. 3-227 of the FEIS. <br /> <br />a) When possible, construction activities shall be limited to daylight hours. <br />b) KCC 9.45.040 exempts construction from noise ordinances between the hours of 6:00 <br />am and 10:00 pm. Should circumstances require work outside of these hours, the <br />applicant shall apply for a variance with the Board of County Commissioners <br />pursuant to KCC 9.45.070. <br />7) Air Quality <br /> <br />a) The project shall comply with all applicable local, state and federal laws regulating <br />air quality. <br />b) Current quarry work will impact air quality. The quarry shall be decommissioned at <br />the start of residential construction. <br />c) The following shall be included in HOA agreements within the CC&Rs: <br />I. Construction maintenance and operations requirements. <br />II. Restriction on wood burning stoves <br />III. HOA materials for safe operations of BBQs, pesticides, smoking, <br />combustible engines, and fireworks <br /> <br /> <br />8) Hazardous Materials <br /> <br />Mitigation measures related to hazardous materials are discussed on pg. 3-238 of the FEIS. <br />a) A control and response plan shall be developed deal with hazardous material related <br />to construction.
