<br /> <br />11 <br /> <br />d) Activities or uses that create excessive amounts of dust, smoke, or other emissions <br />that may result in impairment of visibility in the vicinity of the airport are <br />discouraged and will be regulated in accordance with rules and regulations <br />promulgated and enforced by the Washington State Department of Ecology under the <br />Clean Air Act and other state and federal regulations. <br /> <br />2) Parks and Recreation <br /> <br />Mitigations for impacts to Park and Recreation facilities are discussed in the FEIS, (pg. 3-124). <br />Mitigations listed in the FEIS include: <br /> <br />a) Provision by the project of such facilities, or proportional contribution to the cost of <br />such facilities <br />b) Providing facilities for Off-Road Vehicle Use <br />c) Maintenance of facilities on site through a Homeowners Association. <br />d) Provision of such facilities through the Kittitas County Park and Recreation District <br />No. 1 by means of voter approved tax assessments. <br />e) The applicant seeks to enter into a Development Agreement with the County. <br />Mitigations for Parks and Recreation can be determined through the Development <br />Agreement process. <br /> <br />3) Public Services <br /> <br />Police Service <br />The FEIS examines mitigations for impacts to police services. Mitigation measures include a fair <br />share contribution form the project to provide additional resources, including personnel, <br />equipment, and facilities. Specific contribution amounts can be determined through the <br />Development Agreement process. <br /> <br />Fire Safety/Medical Response <br />The FEIS includes mitigation requirements. The following mitigation measures are recommended <br />conditions of approval: <br /> <br />a) A Fire Management Plan shall be developed and implemented. <br />b) Fire hydrants shall be included as per fire district design standards. <br />c) Development shall comply with KCC Title 20 Fire and Life Safety, including the <br />International WUI Code defensible space requirements. <br />d) Non- combustible areas immediately adjacent to buildings shall be required. <br />e) The FEIS identified public fire education programs, and additional equipment to <br />mitigate Fire and Medical Response impacts associated with the project. Project <br />contribution to these measures is identified in the FEIS. Such contributions can be <br />made a condition of a Development Agreement, with amounts identified appropriate <br />to the 89 unit current proposal. The applicant is encouraged to contact the Kittitas <br />Valley Fire District to determine appropriate mitigation measures. <br />f) Automated fire suppression systems shall be installed. <br /> <br />Schools <br />The FEIS examines impacts to the Easton School District. Impacts of the current proposal are <br />most similar to those identified in Alternatives 3D and 5. The FEIS suggests project contribution <br />to increased District costs. Such contributions can be made a condition of a Development <br />Agreement. The applicant is encouraged to contact Easton School District and develop mitigation
