MEMORANDUM OF UNDERSTANDING
<br />THIS UNDERSTANDING ("Understanding") is made and entered into as of April 6, 2018 by and
<br />between ELLENSBURG SCHOOL DISTRICT #401 and NETWORK PARTNERS.
<br />WHEREAS, ELLENSBURG SCHOOL DISTRICT #401: 1) is a school district that provides
<br />education services to adolescents, transitional aged youth, and their families; and 2) will submit an
<br />application to the Substance Abuse and Mental Health Services Administration for an
<br />"Enhancement and Expansion of Treatment and Recovery Services for Adolescents, Transitional
<br />Aged Youth, and their Families" grant; and
<br />WHEREAS, NETWORK PARTNERS are agencies and organizations that provide criminal
<br />justice, education, employment, family support, housing, mental health, primary care, recovery
<br />support, and/or other services to adolescents, transitional aged youth, and their families; and
<br />WHEREAS, ELLENSBURG SCHOOL DISTRICT 4401 and NETWORK PARTNERS recognize
<br />the need for and desire to aid in the development of a comprehensive, coordinated, and integrated
<br />service system to meet the complex needs of adolescents, transitional aged youth, and their families
<br />with substance use disorders and/or co-occurring substance use and mental health disorders;
<br />NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein and
<br />for good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged,
<br />the parties hereby agree as follows:
<br />I. SCOPE
<br />A. ELLENSBURG SCHOOL DISTRICT RESPONSIBILITIES:
<br />ELLENSBURG SCHOOL DISTRICT #401, if awarded an "Enhancement and Expansion of
<br />Treatment and Recovery Services for Adolescents, Transitional Aged Youth, and their Families"
<br />grant by the Substance Abuse and Mental Health Services Administration, agrees to undertake the
<br />following required activities with respect to the Understanding:
<br />1. Provide, or contract to provide, a comprehensive, family -centered, trauma -informed, evidence -
<br />based, coordinated, and integrated outpatient system of care, which includes early intervention and
<br />recovery support services and evidence -based screening, assessment, treatment, and wrap around
<br />services.
<br />2. Provide, or contract to provide, tobacco use counseling and interventions, including education or
<br />brief counseling; tobacco cessation programs, activities, and/or strategies; and augmented,
<br />pregnancy -tailored counseling.
<br />3. Provide, or contract to provide, screening for alcohol misuse and illicit drug use, brief behavioral
<br />counseling interventions, and evidence -based treatment.
